Job Description

Performs routine skilled and technical work in the operation of water pumping and purification equipment to provide potable water to meet demands of residential and industrial customers and maintain appropriate reserves to meet grade A-1 fire protection criteria; does related worked as required.

Work is performed under immediate supervision.

Essential Tasks

  • Monitors gauges and indicators for proper water flows and plant operations, record results and calibrate meters as required.
  • Periodically monitors and checks motors, pumps, filters, and chemical feeders, adjust as needed and report malfunction to supervisor.
  • Conducts routine physical and chemical tests, records result or sends samples to lab for more complete tests and results.
  • Checks and replenishes treatment equipment with chemicals and changes charts on recording meters and gauges as needed.
  • Opens and closes valves which requires entering confined spaces and going down into manholes.
  • Collects water samples at designated points.
  • Performs routine plant maintenance as needed.
  • Keeps basins, lagoons, and filters free of foreign matter.
  • Sample duties include reading gauges and manually adjusting valves.
  • Ensures that all work is performed in accordance with OSHA and City Safety Standards and Policies.
  • Performs routine plant custodial functions as requested.

Qualifications

  • High School diploma or GED required, and associate degree preferred.
  • Formal education which includes Algebra, and science (Biology, Chemistry, Physics) is preferred.
  • Some knowledge and experience in mechanics is preferred.
  • Must be 18 years of age and have possession of an appropriate driver's license issued by the State of North Carolina.
  • Must be able to work nights and weekends as per scheduled or when needed.
  • Must be able to obtain a State Grade C Water Operator Certificate within eighteen (18) months of employment in order to keep the job.

Physical Requirements
Hearing/Speaking - Expressing and/or receiving information by means of spoken word are both necessary to converse with internal and external customers including co-workers, citizens, supervisor, contractors, visitors, and vendors. Operator often uses plant phone system, cell phone, PA system, and two-way radio.
Visual Abilities - the ability to perceive via eyesight is required for this position:
  • Acuity, far - clarity of vision at 20 feet or more. Must be able to see and observe panel lights from a distance to monitor activity and ensure proper operation. Must be able to operate a motor vehicle. Both eyes 20/25 - R20/30 - L 20/30 corrected.
  • Acuity, near - clarity of vision at 20 inches or less. Must be able to see hand tools, instruments, panelboard, samples, containers, and work-related documents close at hand. Both eyes 20/22 corrected
  • Depth perception - Three-dimensional vision and the ability to judge distance and space relationships. Must be able to judge distances and use both hands in performing different tasks at the same time and in seeing entire work area. Depth perception - 4
  • Field of Vision - the area that can be seen up and down or to the right or left while eyes are focused on one point. Must be able to see a wide span of area to cover grounds, and ensure safety, while looking at a given object or instrument.
  • Accommodation - Must be able to adjust the lens of the eye to bring an object into sharp focus. This is important when doing near-point work while glancing up to check entire work area. Must be able to adjust the eye lens to glance quickly at equipment or people who are located at varying distances.
  • Color - Must be able to distinguish colors to monitor SCADA system.

    • Exerting up to 50 pounds of force occasionally; and/or
    • Exerting up to 20 pounds of force frequently; and/or up to 10 pounds constantly to move objects.

  • The ability to read safety and other materials, instructions, directions, equipment readings, and other documents related to the job.

  • The ability to communicate in voice and diction to be able to participate in discussions with other employees and supervisor in person, over PA system, telephone, and two-way radio.
Training Required
  • On the job training for this position takes approximately 6 months.
Environmental Conditions
Physical Surroundings
  • Operator is subject to exposure to inside and outside environmental conditions such as temperature changes.
Hazards
  • Operator will be exposed to chemicals used in the treatment of water and water borne disease. These include the following: nitric acid, acetone, phenylarsine oxide, alconox glass cleaner, polymer, sodium hydroxide, sodium hypochlorite, liquid alum, fluoride, pH 4 acetate buffer, potassium iodide, liquid alum, polymer, and corrosion inhibitor, Other potential hazards include risk of electrocution, falling, exposure to hazardous gases, and dangerous equipment. Work is subject to final standards of OSHA on bloodborne pathogens.
Machinery/Tools/Work Aids/Other Equipment
  • Must be able to wear a respirator when required.
  • Tools associated with this position include: laboratory equipment, dissolved oxygen meters, pH meters, ammonia meters, respirometer, scales, microscope, and various meters and equipment, calculators, hand tools, two-way radio, flashlights, air packs, motorized equipment including city vehicles, Personnel resolution, and various operating forms and logs.
