Tracking Code 20214313 Job Description JOB SUMMARY: Under general supervision, provides support for the DEHE Project Controls team. This can include coding review of invoices and timekeeping, researching expenditures and verifying data entry. Compiles data from multiple sources into actionable datasets for reporting and review. Works with other departments to align processes and coordinate key data processing and reporting.

Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties. Level I employees perform work under close supervision, may only perform simple or routine aspects of the position, and generally require a good deal of instruction and/or training. Level III employees perform high-level, complex, and responsible tasks within this position, train lower-level employees, and generally work with minimum supervision and follow-up from their supervisor.

REPRESENTATIVE DUTIES

Construction Support Specialist I

Timekeeper for the field and Anchorage department staff includes data entry and review of hours and activities into the payroll system. Creates and submits invoices for field stipends.

Updates Field Purchasing Logs, identifying, researching, and resolving unpaid field purchases with vendors, field purchasers, and accounts payable.

Reviews invoices and contacts the responsible person for coding information and approvals for assigned electronic invoice workflow.

Files project documents at the direction of construction staff.

Construction Support Specialist II

Able to perform all duties of Construction Support Specialist I

Arranges project utilities connect/disconnect in coordination with Construction Managers and external Utility service providers, and provide tracking of all accounts,

Reviews invoices and contacts the responsible person for coding information and approvals for assigned electronic invoice workflow.

Provide vendors with an updated authorized purchasers list.

Assist with Timekeeping, stipends, and local labor data

Attend and take notes at meetings at the request of management.

Order office supplies for the department.

Construction Support Specialist III

Able to perform all duties of Construction Support Specialist I and II

Collection and tracking of project financial data to assist in monitoring the project budget for the project team

Provides basic analyses and presentations of data. Selects the appropriate data source for a specific need. Consolidates information from various sources to formulate recommendations and for inclusion in reports. Presents information using charts, graphs, web, statistical analysis, and a variety of other pertinent formats.

Manages and archives reports and other documentation. Audits and validates data integrity to ensure accuracy and regulatory compliance.

Manages special projects as required. Researches and monitors progress of special projects and communicate with functional area manager regarding status of specific projects.

Required Skills KNOWLEDGE and SKILLS

. Knowledge and proficiency with MS Project, Excel, Word, PowerPoint, and Visio.

. Knowledge of general invoice processing.

. Knowledge of accounting policies and procedures.

. Knowledge and experience in collecting and reporting data.

. Knowledge of applicable computer system software programs and office equipment.

. Knowledge of account reconciliation

. Skill in operating a personal computer utilizing various software including electronic spreadsheets and database applications.

. Skill in working independently, multitasking, prioritizing projects, and meeting deadlines.

. Skill in establishing and maintaining cooperative working relationships with others.

. Skill in assessing and prioritizing multiple tasks, projects and demands.

. Skill in effectively working with teams managing and leading staff, and delegating tasks and authority.

Required Experience MINIMUM EDUCATION QUALIFICATION

Construction Support Specialist I

High school diploma or GED equivalency.

Construction Support Specialist II & III

An Associates Degree in Business Management, or a related field. Progressively responsible professional work-related experience, education, or training may be substituted on a year-for-year basis for college education.

MINIMUM EXPERIENCE QUALIFICATION

Construction Support Specialist I

Non-supervisory Two (2) years experience performing business, finance, or accounting

duties. An equivalent combination of relevant education and/or training may be substituted for experience.

Construction Support Specialist II

Non-supervisory Four (4) years experience performing business, finance, or accounting duties. An equivalent combination of relevant education and/or training may be substituted for experience.

Construction Support Specialist III

Non-supervisory Six (6) years experience with tracking, reporting, and/or analyzing progressively complex information technology and/or databases. An equivalent combination of relevant education and/or training may be substituted for experience.
