Position Description

This posting is for 2 open Facilities Specialist positions with the City of Wilmington.

One (1) opening will have an emphasis in Locksmithing/Carpentry
One (1) opening will have an emphasis in general facilities maintenance

The purpose of this position is to be responsible for the installation, repair, and maintenance of equipment and City facilities, and to ensure proper operation of equipment. This is accomplished by performing skilled repair and maintenance for electrical, HVAC, plumbing, structure and fire systems; maintaining drawings and files on all equipment; purchasing materials; meeting with contractors, vendors, and suppliers; receiving bids on projects; and completing preventative maintenance. Other duties include maintaining remote controlled gates, troubleshooting, painting, general carpentry, installing windows and glass, and assisting with weather related pick-up.

Typical Tasks

Perform repairs and maintenance on City buildings utilizing a wide variety of trades skills - including minor electrical, heating, HVAC, carpentry, plumbing, structure, and fire systems. Repair work may require purchasing materials; meeting with contractors, vendors, and suppliers; receiving bids on projects; and completing preventative maintenance. Other duties include maintaining remote controlled gates, troubleshooting, painting, general carpentry, installing windows and glass, and assisting with weather related pick-up.

Perform general maintenance and special projects by painting, plumbing, repairing walls and office furniture, replacing glass and windows, assisting other departments, and preparing reports. Work requires the ability to utilize electronic work order systems and tablets in the field for the completion of your daily duties.

This position requires specialized Locksmith skills in the installation, maintenance and repair of commercial interior and exterior doors, security systems, and knowledge of fire panel operations and locksmith services. Ability to cut/copy keys, re-pin locks and add keys to master keying system is a must.
Qualifications

Education - High School Diploma or GED, plus advanced training or study beyond high school that demonstrates proficiency in essential job functions.

Experience - Minimum one (1) year of building and/or facilities maintenance experience. Ability to perform journeyman level repair for electrical, HVAC, carpentry, plumbing, and other mechanical systems with minimal supervision.

Other Requirements - Valid Driver's License. This position is considered essential to the operations of the City and will be required to perform work before, during and after inclement weather or other emergencies.

Knowledge, Skills and Abilities:

  • Knowledge of the methods, practices and equipment used in building maintenance services and activities including a variety of building trade work.
  • Knowledge of occupational hazards and necessary precautions applicable to building and mechanical maintenance, as well as safe work practices.
  • Ability to identify building maintenance needs and take corrective actions.
  • Ability to utilize computers to process work orders.

Health Benefits are offered to employees working at least 30 hours per week.

Health Insurance - The City offers two options for health coverage: a standard PPO plan and a High Deductible Health Plan with an associated Health Savings Account. Coverage becomes effective the first day of the month following 30 days of employment for employees and their eligible dependents. Both you and the City contribute to the overall cost of coverage.
Dental Insurance - Coverage becomes effective the first day of the month following 30 days of employment. Employees, their spouse and dependent children are eligible for coverage.

Life Insurance - The city pays to provide coverage valued at one times your annual salary. Supplemental insurance is available for employees to purchase. Optional coverage for dependents is also available for purchase.

Retirement:
- NC Local Government Retirement System -All benefits eligible employees make a mandatory 6% contribution every pay period.

- Deferred Compensation - The city contributes an amount equal to 4.5% of the annual salary to either the 401(k) or 457 plans regardless of employee contribution. Employees may choose to contribute additional money to the deferred compensation plans, without a match from the City, within the IRS guidelines.

Paid Leave (offered to employees working at least 1,000 hours annually*):
- Sick Leave - 12 days accrued each year

- Annual Leave - Accrual based on years of service and classification. Employees can earn from 10 to 24 days each year.
- Holidays - 12 paid holidays annually
- Paid Parental Leave - Six weeks of paid leave for the birth, adoption or placement of a child (must run concurrently with FMLA).

*Part-Time Employees will earn paid leave benefits on a pro-rated basis.
