Director of Compliance & Property Operations -Affordable Housing

Position Overview: We are seeking a highly motivated and experienced leader for our Director of Compliance and Property Operations. The successful candidate will oversee the compliance and operational aspects of our affordable housing and market rate properties, ensuring adherence to regulatory requirements, optimizing operational efficiency, and maintaining high standards of resident satisfaction. The candidate must be bilingual in Spanish and English and have Affordable Housing experience to better serve our diverse residential communities.

Compliance

  • Develop and implement policies and procedures to ensure compliance with federal, state, and local affordable housing regulations, including LIHTC, HUD, and other applicable programs.

  • Conduct regular audits and inspections to assess compliance with regulatory requirements and internal policies regarding waiting list, resident files, filing systems, initial and annual income certifications for regulatory compliance with rent limits, utility allowances, income limits, and occupancy standard based on regulatory and program requirements.

  • Serve as the primary point of contact for regulatory agencies, auditors, and other stakeholders on compliance-related matters.

  • Provide guidance and training to property management staff on compliance procedures and best practices.

  • Collaborate with development and finance teams to ensure compliance requirements are met during the development and financing phases of affordable housing projects.

Operations

  • Monitor and analyze operational performance metrics to identify areas for improvement and implement strategies to enhance efficiency and effectiveness.

  • Oversee budgeting and financial reporting for affordable housing properties, including monitoring expenses, revenue, and cash flow.

  • Develop and maintain relationships with community partners, service providers, and resident organizations to support the well-being of residents and enhance the overall quality of our properties.

  • Stay informed about changes in affordable housing regulations and industry best practices and proactively implement necessary updates to policies and procedures.

Staff Management

  • Oversee departmental staff growth and development.

  • Participates in the recruitment, interview, selection, and evaluation process of department staff.

  • Directly supervise and works closely with the PM Supervisors to provide leadership for department.

  • Oversee major decisions and assure that team members implement their portfolio objectives and work plans.

  • Conduct and/or facilitate regular training meetings with PM staff. Evaluates and recommends additional training for staff as needed.

System, Auditing and Reporting

  • Provide Yardi Software support to Property Management staff as needed.

  • Working with Property Supervisors and Staff, oversee and manage the process for new move-ins: Review and approve move in files to ensure compliance with all applicable regulatory restrictions; conduct a post move-in file audit to ensure completeness and accuracy; and complete all necessary data entry related to the move-in in Yardi.

  • Monitor and ensure consistent and accurate portfolio-wide reporting such as recertifications, demographics, etc., is completed in a timely manner.

  • Develop and implement forms, reports, manuals, policies, procedures, and systems to monitor affordable housing compliance and ensure site staff and supervisors are in compliance with applicable regulatory and funding programs relating to property management compliance.

Minimum Qualifications:

  • Bachelor's degree in real estate, business administration, or a related field or experience. May consider experience in lieu of education.

  • A minimum of ten years in a leadership role in the property management field with a demonstrated track record of success in overseeing residential portfolios.

  • Eight years of experience in affordable housing compliance and operations, with a strong understanding of LIHTC, HUD, and other affordable housing programs.

  • Superior knowledge of multiple operational functions and principles, including finance, customer service, production, and employee management.

  • Ability to plan, streamline and implement new operational structures and roles that create speed, efficiency, and support rapidly shifting business demands.

  • Strong knowledge of property management and tenant/landlord practices, laws, rules and regulations. Good command of leasing and marketing practices.

  • Excellent analytical, problem-solving, and decision-making skills.

  • Strong organizational skills, ability to manage multiple priorities.

  • Excellent communication and interpersonal skills, with the ability to build rapport and negotiate effectively with a diverse range of stakeholders.

  • Strong leadership abilities, with the proven ability to inspire and motivate teams to achieve ambitious goals.

  • Proficiency in property management software and Microsoft Office Suite. Experience in Yardi a plus.

  • Knowledge of local real estate laws, regulations, and market dynamics.

  • Industry certifications such as ARM or RPM are a plus.

  • Bilingual in English & Spanish required.

  • A valid driver s license, vehicle and insurance is required.
