Functional Title Plumbing Inspector - Anacostia Depot Job Description Summary A Plumbing Inspector inspects plumbing, gas-fitting, and site-utility systems on private property as a Code Official, to verify compliance with governing codes, manufacturers instructions, WSSC Standard Details and policies, and performs related administrative duties. A Plumbing Inspector shall be capable of managing a permanent inspection route inclusive of both commercial and residential applications; both new construction and retrofit. The employee shall demonstrate sound professional judgment and excellent communication skills when performing inspections, and in dealing with a broad spectrum of audiences including contractors, design professionals, property owners, and coworkers. The employee shall uphold the highest standards of jobsite safety and of public health and safety. Reports to Supervisor, Plumbing Inspector Position Location Hyattsville General Summary A Plumbing Inspector inspects plumbing, gas-fitting, and site-utility systems on private property as a Code Official, to verify compliance with governing codes, manufacturers instructions, WSSC Standard Details and policies, and performs related administrative duties. A Plumbing Inspector shall be capable of managing a permanent inspection route inclusive of both commercial and residential applications; both new construction and retrofit. The employee shall demonstrate sound professional judgment and excellent communication skills when performing inspections, and in dealing with a broad spectrum of audiences including contractors, design professionals, property owners, and coworkers. The employee shall uphold the highest standards of jobsite safety and of public health and safety. * Manages a permanent route, subject to route rotation at any time that may span the entire level and complexity of any plumbing or gas-fitting installation within the WSSC , except for extraordinary or unusual installations that are inspected by a Senior Plumbing Inspector

* Performs basic System Development Charge (SDC ) inspections for purposes of auditing permits for accuracy and payment of required fees, and for determining SDC Credits on existing buildings prior to demolition

* Inspects sewer and water services, both new and replacement/repair; groundwork, drainage, waste, and vent systems, water distribution systems, and food handling establishments for proper grease abatement systems for compliance with material standards, testing and workmanship

* Inspects fuel gas distribution systems for support, sizing, safety devices, system pressures, testing, gas appliance/equipment venting, for material standards, support, clearances, sizing, manufacturers requirements and workmanship

* Performs final inspection of plumbing systems to verify proper fixture operation, scald prevention, backflow protection, accessibility to valves, cleanouts and appurtenances, and to verify water meter installation; and final inspection of gas-fitting systems to verify proper appliance/equipment setting and operation, make-up and combustion air, clearances, equipment standards, manufacturers requirements and workmanship

* Inspects for compliance with cross-connection Code requirements, including containment backflow devices to protect the Commissions potable water supply, and isolation backflow devices to protect building occupants from contaminated or non-potable water-born hazards

* Performs administrative duties including but not limited to telephone and electronic contact with those regulated when required, verification of permit and SDC impact fee accuracy, data entry, daily personal diary on large or more complex jobsites, and provides assistance with office duties and to coworkers

* Drives a vehicle to conduct WSSC business* Provides courtesy inspections for homeowners and other property owners consistent with WSSCs customer outreach policy

* Maintains constant safety awareness, including MOSHA /OSHA requirements. Takes responsible action when an unsafe condition or act is observed

* Performs other related duties as required Work Environment And Physical Demands * Residential and commercial construction job sites

* Ability to:

Navigate rough, slippery, and steep terrain

Navigate through inherent job site hazards

Climb and descend ladders

Climb and descend multi-story stairs; and finished/occupied homes and businesses

Drive to and from inspections, making 10-20 stops. Travels 30-100 miles per day

* Some office and computer work Required Knowledge, Skills, And Abilities * Hands-on experience with the skills, vocabulary, jargon, codes, and practices associated with the plumbing and gasfitting trades. Includes new, retrofit, and service work in both residential and commercial installations

* Good general knowledge of building construction and the interface between various building trades

* Ability to understand and work from construction drawings, manufacturers installation instructions, schematics, and related construction documents

* A high level of professional judgment consistent with the intent of the Code when discrepancies occur, factoring in jobsite conditions, practicality, and customers needs. Interacts with the trades in a constructive and instructive manner. Ability to apply sound judgment regarding the intent of Code and related regulatory requirements when prescriptive requirements are not attainable

* Ability to work independently when limited direction is provided by the supervisor

* Ability to inspect a wide scope of new and retrofit residential, commercial and industrial plumbing, and gasfitting installations

* Hands-on basic personal computer skills. Demonstrated ability to learn additional skills through Commission training programs

* Ability to identify cross-connections. Good familiarity with backflow prevention devices, application and testing

* Ability to maintain excellent interpersonal communication skills on inspection and regulatory matters both within and outside of the Commission

* Demonstrated high level of self-confidence and professional judgment when performing inspections, and in dealing with a broad spectrum of audiences, including contractors, design professionals, property owners, and coworkers Minimum Education, Experience Requirements * High School diploma or equivalent

* 4 years of plumbing experience

* 1 year of master plumber/master gasfitter experience Additional Requirements A Plumbing Inspector shall be a WSSC licensed Master Plumber and Gasfitter

Possession of a valid drivers license, with no more than 4 points, and the ability to obtain and maintain a WSSC Water drivers permit within 90 days of hire or transfer date

Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter *
