1.1. Background

The OIG was established in 1978 pursuant to the Inspector General Act of 1978, 5 U.S.C. app 3 (the Act). The Act requires the Inspector General to independently and objectively:
Perform audits and investigations of the Department's programs and operations;
Work with the Department's management team in activities that promote economy, efficiency, and effectiveness or that prevent and detect fraud and abuse in programs and operations, both within USDA and in non-Federal entities that receive USDA assistance;
Report OIG activities to the Secretary and the U.S. Congress semiannually as of March 31 and September 30 each year;
OIG accomplishes this mission by:
o Investigating criminal activity within USDA;
o Using preventive audit approaches, such as reviews of systems under development;
o Conducting audits of the adequacy and vulnerability of management and program control systems; and
o Auditing the adequacy of large USDA payments, such as insurance and deficiency payments, major loans, and retailer food stamp redemptions.

USDA, OIG is headquartered in Washington, DC, with the primary Data Center in Kansas City, MO and a secondary site in Chicago, IL. There are five Regional Offices located in Atlanta, Georgia; Chicago, Illinois; Beltsville, Maryland; Oakland, California; and Temple, Texas. In addition, OIG has more than 40 smaller offices, with staff ranging from 1 to 10 employees in the Continental United States.
1.2. OIG IT Operating Environment
The OIG network is independently maintained and operated. All OIG workstations, servers, switches, routers and firewalls reside within secured USDA, OIG office space. OIG employees and contractors can access OIG systems from inside the OIG network.

2. OBJECTIVES
The Contractor shall provide Services to include Documentation Updates (for IT Directives, Policies, and Procedures).

3. TASKS certifications as required in DoD 5270 at the IAT-2 level -or- obtain certification within 12 months of being assigned to the contract. (Reference Section 11.0 Security Requirements) in accordance with this PWS.

1.2. Technical Writing Support Services:
1.2.1. Documentation Updates - The Contractor shall review the current IT documentation to ensure each document is up to date and valid. The Contractor shall assist with creating policies that are needed to fulfill any necessary gaps. The Contractor shall review the repository for all, but not limited to:
OIG Organizational Directives -must be updated and signed within, no more than, every 3 years. Directives must be approved by senior leadership and counsel.
ITD Policies - must be updated and signed within, no more than, every 3 years. Policies must be approved by the IT Director.
Standard Operating Procedures - must be updated and signed within, no more than, every 3 years. SOPs can be signed by the system owner.
Strategic Plan - The IT Strategic Plan and Roadmap are updated yearly.
ATO Documentation - ITD creates documentation yearly for 10 systems. Documentation includes architectural diagrams, purpose for the system, etc. (Updating the SSP is outside the scope of this contract).
The Contractor shall update both the Document repository as well as the Documentation tracker. Skill set info Technical Writing;

Information Technology Technical Writer
Proposed personnel shall have at least 5 years of demonstrated experience in technical writing
Proposed personnel shall have at least 5 years of demonstrated experience utilizing the Microsoft Office suite to include Word and Powerpoint
Proposed personnel shall have at least 2 years of demonstrated experience writing information technology related policy
Proposed personnel shall have at least 2 years of demonstrated experience writing technical documents and standard operation procedures (SOP) Education Proposed personnel shall have Bachelors of Arts or Science, preferably in English or Communications Certifications (if required) Documentation Required for submission The Contractor and the Client need to have a NDA in place.
