Affordable Housing Property Manager


Job Details

The Hill CDC is seeking an experienced Affordable Housing Property Manager who possesses in-depth knowledge of Low-Income Housing Tax Credit (LIHTC) and HUD Section 202 properties. The ideal candidate will have a minimum of 5 years of experience and will be responsible for overseeing the day-to-day operations of our affordable housing communities, ensuring compliance with all applicable regulations, and providing excellent customer service to our residents. This position requires a proactive, organized, and detail-oriented individual with a strong commitment to maintaining the quality of our properties and promoting a positive living environment for residents.

Responsibilities:

Property Operations:

  • Oversee the overall management of the affordable housing properties, including daily operations, maintenance, and resident relations.
  • Ensure the properties are well-maintained and present a clean, safe, and attractive appearance.
  • Conduct regular property inspections to identify maintenance needs and enforce compliance with property policies.
  • Coordinate and oversee property repairs and maintenance, adhering to budgetary constraints and timelines.
  • Manage outside vendors and contractors to support property maintenance efficiently.
Financial Management:
  • Develop and manage the property's annual budget, working in collaboration with the management team and ownership.
  • Monitor and control expenses to maximize cash flow and profitability while maintaining the quality of the properties.
  • Implement rent collection procedures and ensure timely payment processing, while handling any delinquencies appropriately.
Compliance:
  • Maintain a thorough understanding of LIHTC, HACP Project and Tenant based voucher, and HUD Section 202 program regulations and requirements.
  • Ensure the property's ongoing compliance with LIHTC and HUD regulations, including annual reporting and recertification processes.
  • Oversee and manage the application process for new residents, verifying income eligibility and other qualifications.
  • Coordinate HQS inspection preparation, inspection, and response to maintain compliance.
  • Handle any required recertification processes for existing residents to maintain program compliance.
Resident Relations:
  • Foster a positive and welcoming environment for residents, promoting a sense of community within the property.
  • Address resident concerns and complaints promptly and professionally, striving to resolve issues to the satisfaction of all parties involved.
  • Organize and facilitate resident events or programs to encourage community engagement.
  • Liaise with supportive services as needed.
Team Management:
  • Lead and supervise vendors and contractors, a small property staff, providing guidance, training, and support to ensure a productive and cohesive team.
  • Conduct regular meetings with direct report and manager to assure performance. Performance evaluations should be given to reporting staff to encourage growth and accountability.
  • Must work both independently and collaboratively with the team to achieve property goals.
Qualifications:
  • Bachelor's degree in Business Administration, Real Estate Management, or related field (preferred) OR equivalent combination of education and experience.
  • Minimum of 5 years of experience in property management, with a focus on affordable housing, LIHTC, and HUD Section 202 properties.
  • Strong understanding of LIHTC and HUD Section 202 program regulations, compliance requirements, and reporting procedures.
  • Experience with Yardi property management software.
  • Valid driver's license and personal vehicle required to traverse to our scattered site properties.
  • Proven experience managing outside vendors and contractors to support property maintenance.
  • Knowledge of fair housing laws and other relevant housing regulations.
  • Excellent organizational and problem-solving skills with the ability to multitask effectively.
  • Exceptional communication skills, both written and verbal, to interact with residents, staff, and other stakeholders.
  • Self-starter with the ability to work independently and as part of a team.
