About the program:

The Office of Legislation and Governmental Affairs strengthens public safety and emergency preparedness through collaboration with stakeholders to develop, manage, and implement Cal OES s legislative, public safety policy, tribal affairs, international affairs, and executive programs.


Your Opportunity:

The Assistant Director, Office of Legislation and Governmental Affairs oversees the development and integration of department-wide policies, planning efforts, and programs to better coordinate the department's prevention, protection, response, and recovery missions. The Assistant Director will craft strategies, plans, and guidelines to effectively build programs that support Cal OES s priorities, as well as identify programs and issues at the national, state, and local levels that have immediate or long-term interest or concern to Cal OES. In addition, the Assistant Director will support the Deputy Director in the development of policy and initiatives pertaining to public safety and emergency preparedness.In this position, you will oversee the analysis of laws, regulations, legislative proposals, policies, procedures, and practices.


Duties may include the following:

  • Oversee the analysis of laws, regulations, legislative proposals, policies, procedures, and practices.
  • Advise the Deputy Director on policies and programs on public safety and emergency management.
  • Identify, develop, and implement the department's legislative objectives. In coordination with the Deputy Director, prepare draft legislation, present formal testimony, and assist in the presentation of Cal OES s proposals throughout the legislative process.
  • Coordinate with internal stakeholders to ensure effective and coordinated development of the department s legislation and ensure the department s legislation is consistent with Administration policy.
  • Prepare and coordinate testimony, briefings, policy statements, information papers, responses to legislative and congressional correspondence, and other legislative matters, as well as other matters that involve the expression of Cal OES policy on items of congressional interest.
  • Direct a team that analyzes, updates, and develops new policy and program initiatives and operational practices to ensure the effective achievement of the department s strategic goals.
  • Provide oversight and guidance in the coordination of activities, including recovery and response operations, with Cal OES region, state agencies, locals, federal partners, and non-governmental organizations (NGOs) for Tribal Nations.
  • Ensure open communication between Cal OES and the Tribal Nations, provide cultural awareness and sensitivity to our stakeholders, as well as promote and facilitate Tribal inclusion in planning, meetings, conferences, training, and exercises.

  • Knowledge of applicable state and federal laws, policies, and processes governing the state civil service system (including employee/employer relations, employee training and development, and Equal Employment Opportunity); and emergency functions.

Salary:

$127,500 - $142,008 per year
