Panagora was recently awarded USAID's EVAL-ME II Indefinite Delivery, Indefinite Quantity (IDIQ). Under this contract, we anticipate an opportunity to provide monitoring, evaluation and learning services to the USAID Office of Gender Equality and Women's Empowerment (GenDev). Women's empowerment has long been a part of USAID's work. In close partnership with Washington bureaus and operating units, and international field missions in more than 80 countries, the Office of Gender Equality and Women's Empowerment based in Washington, provides strategic leadership, training, and technical assistance on USAID's gender equality and women's empowerment programming worldwide and works to shape and institutionalize policies that empower women and girls.

USAID has a global network of more than 186 gender advisors, point of contacts, and employees who work on gender embedded throughout the Agency with the shared goal of learning across borders to accelerate USAID's gender work worldwide. In order to make management decisions on what works and what doesn't, the GenDev Office requires specialized MEL services, which may include designing and implementing quantitative and qualitative evaluation studies and assessments; conducting evaluation syntheses or synthetic reviews; providing technical assistance in performance monitoring; providing monitoring services, developing and delivering evaluation and monitoring training; supporting the Agency in learning from evidence to adapt programming; and supporting implementation of knowledge management practices and services.

Responsibilities:

  • Providing leadership and management oversight of the contract, including ensuring quality technical implementation and financial management
  • Leading and supervising the work of all personnel working under the contract, including long-term staff and consultants
  • Ensuring the quality and timeliness of all deliverables
  • Reviewing financial and logistical information for USAID compliance
  • Coordinating and collaborating with USAID, implementing partners, host country government officials, and other stakeholders
  • Developing scopes of work and leading the recruitment of short-term consultants as needed
  • Facilitating the use of performance information and evaluation findings to influence decision making and resource allocation
  • Ensuring compliance of U.S. Government, local government, and Panagora Group rules, regulations, and standard operating procedures


Requirements
  • Minimum of a master's degree in gender studies, international development, evaluation, economics, or other relevant area. Academic experience in gender and development is a plus.
  • Substantial experience in gender strategy development, designing, monitoring and evaluating gender projects and ensuring gender issues are mainstreamed in projects and activities
  • At least 15 years of experience in international development and at least 10 years technical experience in MEL; strong understanding of ADS requirements, the Program Cycle, USAID's Evaluation Policy, USAID's Gender Policy, and other significant Agency initiatives required
  • At least 10 years' experience designing, implementing, or evaluating international development programs with a gender focus
  • At least 5 years managing large and complex projects/programs at the director level, preferably with USAID projects or with other international donors; Chief of Party (COP) or deputy COP experience of similar MEL platforms preferred
  • Ability to lead teams, including effectively leading joint planning and implementation of trainings, workshops, and other gender-focused contract activities Experience interacting and working with senior US government officials, UN agencies, regional institutions, national governments, local organizations, and partners required; experience interacting with host governments and their officials preferred
  • Experience recruiting and successfully managing consultants, and ensuring the quality of their products; experience managing multicultural and diverse teams
  • Strong written and oral communication skills
  • Excellent presentation skills
  • Fluency in written and spoken English; a second language preferred
  • Experience in multiple technical areas, including:
    • Gender and development
    • Performance and context indicator development
    • Performance monitoring
    • Third-party monitoring
    • Qualitative and/or quantitative evaluation methods
    • Data quality assessments
    • Training/capacity building
    • Performance management planning
    • Data visualization
    • Collaborating, learning, and adapting (CLA)
    • Knowledge management and communications
