**DEPARTMENT SUMMARY:** The Human Resources Department provides many services to our multi-hospital organization and medical groups including: recruiting, employee relations, labor relations, compensation, benefits management, absence management, human resources information services, and on-boarding/off-boarding.

**POSITION OVERVIEW:** The **Manager,** **Caregiver Relations** provides senior level human resources leadership to St. Charles Health System (SCHS) leaders and caregivers in support of the organizations policies and processes. This position leads Caregiver Relations across the system including the performance management process, coaches and administers progressive disciplinary actions, terminations, and ensures compliance with Human Resources policies as well as Local, State, and Federal employment laws and regulations. The Manager serves as subject matter expert on SCHS labor relations matters, including collective bargaining agreements, grievance procedures including arbitrations, and assists all levels of management on labor and legal matters. This position will oversee the exit interview process to include meaningful reporting, analysis and sharing of information. The Manager will partner collaboratively with other members of the Human Resources and Organizational Development teams to develop ways to improve retention and culture.

This position directly manages a team of HR Business Partners.

**ESSENTIAL FUNCTIONS AND DUTIES:**

Promotes and fosters the St. Charles Open Door Culture across all departments within the organization.

Develops and maintains human resource policies, procedures, and goals that align caregiver performance with the organizations mission, strategies, and business objectives.

Coaches, counsels, and provides caregiver and labor relations advice and direction to leadership and caregivers. Serves as the subject matter expert to provide leadership training with partnership of the OD/Education team.

Provides guidance, interpretation and ensures compliance with all St. Charles polices, collective bargaining agreements, and Local, State, and Federal employment laws and regulations. Develops, delegates, and oversees the caregiver relations team performance of these activities.

Investigates accusations of harassment, discrimination, or other illegal actions (i.e. EEOC, BOLI, DOL) along with St. Charles policy violations while documenting fact-finding and providing recommendations to leadership. Coordinates next steps with key stakeholders. Partners with the Compliance department on the management of the internal reporting system (Ethics Point). Investigates and ensures a timely outcome of assigned cases.

Administers corrective actions, progressive disciplinary procedures, terminations, layoffs, and reductions in force. Provides guidance and coaching to leadership for performance management and conflict resolution. Provides documentation and tools to leadership per St. Charles performance management processes.

Serves as a subject matter expert on labor relations, union contracts and the grievance/arbitration process. Manages response to collective bargaining agreement inquiries. Provides guidance and recommendations for next steps and coordinates appropriate meetings with union representatives, leadership and St. Charles staff as needed.

Represents St. Charles during the contract negotiation process. Drafts proposals and counterproposals based on relevant data. Conducts cost analysis.

Facilitates the exit interview process to include driving participation, developing reporting, sharing results, and analyzing the results to better understand ways to improve retention and culture.

Ensures compliance to required regulatory postings throughout the system.

Establishes partnerships within the Human Resources team to work collaboratively across all disciplines in HR. Takes active measures to coach and/or coordinate training to departmental management team members with a goal to increase their leadership, best practices, and HR competencies/expertise.

Hires, directs, coaches, and monitors the performance of all direct reports, to develop and maintain a high-performance team that meets organizational and department goals.

Monitors and ensure all direct reports are current with compliance and safety requirements. Implements and manages all organizational safety directives and goals.

Provides and oversees teams delivery of customer service in a manner that promotes goodwill, is timely, efficient, and accurate.

Collaborates with teams to review processes and identify/implement opportunities for improvements, applying Value Improvement Practice concepts and tools.

Supports the vision, mission, and values of the organization in all respects.

Supports Value Improvement Practice (VIP- Lean) principles of continuous improvement with energy and enthusiasm, functioning as a champion of change.

Provides and maintains a safe environment for caregivers, patients, and guests.

May perform additional duties of similar complexity within the organization, as required or assigned.

**EDUCATION:**

**Required:** Bachelors degree in Human Resources, Business Administration, or related field.

**Preferred:** Masters degree in Human Resources, Business Administration, or related field.

**LICENSURE/CERTIFICATION/REGISTRATION:**

**Required:** Valid Oregon drivers license and ability to meet SCHS driving requirements. Ability to travel to all SCHS worksites required.

**Preferred:** PHR/SPHR or SHRM-CP/SHRM-SCP.

**EXPERIENCE:**

**Required:** Minimum of ten (10) years Human Resources experience to include at least five (5) years in an individual contributor role.

**Preferred:** Leadership experience in Human Resources.

**PERSONAL PROTECTIVE EQUIPMENT:**

Must be able to wear appropriate Personal Protective Equipment (PPE) required to perform the job safely.

Working knowledge of all HR functional areas with an emphasis on EEOC laws and requirements, federal and state employment laws, training, and employee relations.

Strong time management skills and ability to manage workload and conflicting priorities.

Proven experience of managing and implementing projects and strategic change initiatives.

Expert knowledge of labor relations and a proven track record in rendering expert, consultative advice on all labor and employee relations matters. Proven track record and demonstrated success in labor negotiations. Progressive development and achievement
