JOB SUMMARY:
This position isresponsible for working with City of Columbia departments to analyze data,create reports and metrics, and ensure data integrity and accuracy. Assistsdepartments with data integration and visualization of data for consumption byStakeholders, Executive staff, Divisional/Departmental staff, and ProjectManagers.Identify and validaterequirements and organize the information into a logical document usingbusiness analysis models that are understood by City staff.Create and maintain rich interactivevisualizations through data interpretation and analysis integrating variousreporting components from multiple data sources.Performs related work as assigned.

ESSENTIAL JOBFUNCTIONS:

  • Manages and improves existing reportingsystems.
  • Performs complex analyses.
  • Perform testing and validation of data sets
  • Experience in data models and BusinessIntelligence packages (Power BI, Cognos, JasperSoft)
  • Identify, analyze, and interpret trends orpatterns in complex data sets.
  • Strong knowledge of and experience withreporting packages (Business Objects etc.), databases (SQL etc.),programming (XML, JavaScript, or ETL frameworks)
  • Knowledge of statistics and experienceusing statistical packages for analyzing datasets (Excel)
  • Strong analytical skills with the abilityto collect, organize, analyze, and disseminate significant amounts ofinformation with attention to detail and accuracy
  • Adept at queries, report writing andpresenting findings
  • Conducts and facilitates (and educates andtrains on) analyses, issues identification, organizational riskassessment, and decision-making processes.
  • Provides consulting and analytic servicesto leadership.
  • Analyzes problems and determines rootcauses.
  • Defines city data assets (data models),populate data models.
  • Document structures and types of business data
  • Works closely with all business units todevelop strategy for long term data platform architecture.
  • Performs otherrelated duties as assigned.

MINIMUM REQUIREMENTS TOPERFORM WORK:
  • Bachelor's degree in businessadministration, economics, computer science, management informationsystems, or related field or equivalent related experience
  • Two+ years data analyst or relatedexperience, including proficiency with analytical software or equivalentrelated education
  • Valid South Carolina Class "D"Driver's License.

Knowledge, Skills andAbilities:
  • Expert with Microsoft Excel and various business intelligence and analytical tools such as Cognos, Jaspersoft;
  • Knowledge in data mining and statistical methods;
  • Knowledge working with large data sets and understand how to manipulate and analyze them using various statistical and mathematical methods;
  • Knowledge of the English language;
  • Knowledge of personal and peripheral computer equipment with skill in performing data entry and in the use of Windows Operating Systems and Microsoft Office suite preferred, utilizing Outlook and all associated software programs;
  • Ability to read and write technical instructions, procedures, manuals and charts to solve practical problems; composing routine reports and specialized reports, forms and business letters with proper format; speaking compound sentences using normal grammar and word form;
  • Ability to collect, analyze and create reports from vendor data
  • Ability to provide information, guidance or assistance to people to directly facilitate task accomplishment; may give directions or assignments to helpers or assistants;
  • Ability to perform coordinating work involving guidelines and rules, with constant problem-solving tasks and personnel interactions;
  • Ability to read journals, manuals and professional publications; speaking informally to groups of co-workers; presenting training; composing original reports, training and other written materials using proper language, punctuation, grammar and style;
  • Ability to perform specialized technical or entry-level professional work requiring general understanding of operating policies and procedures and their application to problems not previously encountered; application of specialized technical or professional principles and practices or the use of a wide range of administrative methods in the solution of problems; requires normal attention with short periods of concentration for accurate results and occasional exposure to unusual pressure; and
  • Ability to take actions of others, requiring almost constant decisions affecting co-workers, customers or others in the general public; works in a moderately fluid environment with guidelines and rules, but frequent variations from the routine.

PHYSICAL DEMANDS:
The work is considered light in nature andinvolves walkingor standing some of the time and involves exerting up to 20 pounds of forceoccasionally, and/light lifting.

Work environment involves exposure to no known environmentalhazards; and is relatively safe, secure, and stable.
