A vacancy exists in the Police Department, ATSB/Materials & Facilities Unit.

Examples of Duties

Under general supervision, facilitates, coordinates and expedites the development, design, review, approval, and construction of the Police Department capital building projects and renovations.

Project planning

  • Plans, coordinates, and manages capital projects.
  • Manages the work of consultants, contractors, and others.
  • Coordinates project tasks with the work of other departments.
  • Coordinates all activities for the completion of a capital project, including the acquisition of all furniture, fixtures, and equipment.

Administration
  • Administers capital improvement construction contracts.
  • Coordinates work between contractors, consultants, agency stakeholders, and other components of local government.
  • Arranges and conducts meetings with consultants, contracts, and the public.
  • Performs field inspections of sites.
  • Reviews, approves, and comments on consultant proposals, plans, designs, and specifications to ensure compliance with County standards and objectives.
  • Utilizes GIS and computer aided drafting and design to make recommendations for solving technical design problems.
  • Maintains records and prepares reports of program activities.

Budget administration
  • Establishes and maintains capital budgets and schedules, along with determining the method of contract delivery on construction projects.

Contract Management
  • Administers and monitors the Police Department's construction contracts.
  • Liaisons with Baltimore County Property Management on the Police Department's construction contracts and capital projects.

Facilities Management
  • Visits job sites where repair, renovation, or installation work is performed to ensure timely completion of projects.
  • Inspects work completed by County maintenance workers and private contractors on Police Department facilities.
  • Maintainsrecords of labor hours and materials used to completed projects.
  • Oversees the utilization of Police Department facilities and any relocation of Police Department offices.

Qualifications

Possession of a high school diploma or an appropriate equivalent.

Plus

Six years' experience in sub-professional engineering, construction, construction inspection, or a closely related field. (Additional qualifying education may be substituted on a year-for-year basis up to a maximum of four years for the required experience.)

Knowledge, Skills, and Abilities (Entry Level)
  • Thorough knowledge of county and departmental rules, regulations, policies and procedures.
  • Thorough knowledge of county engineering standards, specifications, and codes.
  • Knowledge of the principles, practices, and techniques of computer aided drafting and design.
  • Knowledge of computers and software used to conduct computer modeling and engineering studies.
  • Skill in planning, coordinating, and managing a major capital project.
  • Skill in directing the work of subprofessional engineering, technical, and inspection staff.

Licenses and Certificates
Possession of a valid driver's license equivalent to a noncommercial, class C Maryland driver's license is required at the time of appointment.

Salary

Annual Salary review - Step increases may be granted on anniversary date based on satisfactory job performance
General Increases - Cost of living increases and adjustments may be granted as legislated.
