Nature of Work

The Incumbent Health and Human Resource Specialist/Adolescent Pregnancy Prevention Specialist provides regional program coordination in a selected area of West Virginia, under the direction of the Community Outreach and Education Coordinator. This is a professional position requiring an individual with knowledge of adolescent health, healthcare delivery systems, and normal growth and development of adolescents. The Incumbent will work under the administrative direction of the Community Outreach and Education Coordinator who reports to the Family Planning Director.


The Incumbent will develop and maintain a statewide network of individuals involved in federal, state, and local, public, and private initiatives which impact on the issues of adolescent pregnancy prevention, sexuality, and reproduction, decision-making and risk reduction. Promote public/private partnerships and public interagency partnerships which address the pregnancy prevention needs of adolescents, i.e., Adolescent Health Initiative/Adolescent Health Coordinators, the Leadership to Prevent Teen Pregnancy Taskforce and other interested partners.


The Incumbent will serve on regional and community level committees, task forces, or counsels dealing with adolescent pregnancy prevention issues. Address issues on a regional level which impact access to or quality of adolescent pregnancy prevention services (i.e. issues of confidentiality and parental consent; transportation, financial, or other barriers; school health related issues, local availability of pregnancy prevention services, etc.). The Incumbent provides or arranges for technical assistance for community development, action planning, needs assessments, financial mechanisms, or legislative issues related to adolescent pregnancy prevention. Develop and conduct community education and outreach activities to promote public awareness of adolescent pregnancy prevention and related issues (media campaign, workshops, displays, presentations, etc., for community groups, schools, health care professionals, or businesses). Provide pregnancy prevention resource materials (literature, videos, curricula, etc.) to community groups, schools, churches, or individuals. Develop and conduct or arrange parent education programs. The Incumbent works directly with Family Planning Clinics to implement teen friendly strategies and assist with community outreach and education efforts.


This position will require travel, covering the following counties:

Boone, Fayette, Greenbrier, Lincoln, Logan, McDowell, Mercer, Mingo, Monroe, Raleigh, Summers, Wayne, Wyoming


Minimum Qualifications

Training: Bachelor's degree from a regionally accredited college or university.

Substitution: Additional experience as described below may be substituted for the required training on a year-for-year basis.


Experience: Two (2) years full-time, equivalent part-time paid or volunteer experience in a technical or program area that is related to the area of employment.

Substitution: Postgraduate education in a field related to the area of employment may be substituted for the required experience on the basis of fifteen semester hours for one (1) year of experience.

OR

Master's degree in social work from a regionally accredited social work program from a regionally accredited college or university.


Note: Appointment above the entry rate may be made at 5% for each six (6) months of successfully completed work as an intern in a practicum placement with the Department of Health and Human Resources for the Master of Social Work degree.
