The OEI's mission is to drive unity of effort across the Department in support of Veterans while providing high-quality, effective, and efficient assessments and counsel to VA administrations and staff offices. OEI requires contractor assistance to provide assessment and product creation support through program management, VA strategic planning process support and integration, organizational change and culture change support, human resources and staffing support, and web support. The RBCI team shall use agile industry best practices, standards, and techniques to fulfill a range of integrated program management (IPM) tasks, including delivering a variety of assessments, reports, and templates to OEI to assist the organization in supporting its stakeholders effectively. This work will require onsite, remote, and/or hybrid performance in support of OEI in locations such as Washington, DC.(Military Veterans are highly encouraged to apply)Duties and ResponsibilitiesThe essential and specific functions include but are not limited to the following:Manage a large-scale program encompassing multiple projects with a total lifecycle budget and complexity of the task order at hand.Tasks may include formulating and defining system scope and objectives in accordance with the customer business and technical requirementsPlan, initiate, manage, execute, and close out small- and large-scale programs in support of the agency's mission.Monitor of project metrics, performs rigorous risk management, and prompt reporting on Government-approved cost, schedule, performance, and risk baselinesProvide a monthly activity report which includes the status on activities to advance communications, stakeholder engagement, analysis, and outreachReport on stakeholder engagements and stakeholder engagements plans using VA-approved Change Management model from Prosci and ADKAR and recommendations to effectively target and liaise with key stakeholder groupsCompile and analyzing data for business intelligence and best practices use.Advise VA management and customers on complex system projects and activitiesWork closely with customers to define communication systems and require entsProvide instruction on and performing and documenting quality assurance reviews.Ability to upload and organize SharePoint documents, libraries, links, etc.Ability to create Visio flow maps.Ability to create Excel spreadsheets, RACIs, communications plans, etc.Knowledge of JIRA, Confluence, and MS Project tools for use to manage the project/sPerforms miscellaneous job-related duties as assignedFamiliarity with Data Management, Data Governance, and Policy Governance best practicesQualificationsBachelor's degree in business administration or related fieldMinimum 12 years ofProgram Management experience for large and complex initiatives.Proficient in Office 365 suite of programs to include SharePoint, Teams, PowerPoint, Outlook, and Visio.Proficient with JIRA and MS ProjectCollaborative team player with strong analytical and communication skills.Able to work independently and self-driven.Knowledge of and experience with VA Information Systems is desired.Must be a US Citizen and be able to obtain a National Agency Check Inquires (NACI)RBCI is an equal opportunity employer.
