DESCRIPTION:

Our client is seeking a contractor to serve as the PBM (Pharmacy Benefits Management) Business Project Manager to manage the implementation of the Pharmacy Benefit Management Module that will be replacing an existing legacy Pharmacy Business functional area. The position requires the ability to work well in a team environment, as well as skills to facilitate communication, team focus, influence, service oriented, problem solving, analytic thinking, planning, personal development, and decisiveness. Using these attributes, the candidate will communicate individual roles and project/program expectations for both internal and external teams, and co-ordinate with the other project manager and develop detailed project plans and schedules, This position also monitors and audits project or program milestones and critical dates to identify potential jeopardy of project schedule and identifies ways to resolve schedule issues, provides required project status reporting, assesses variances from the project plan, gathers metrics, and develops and implements changes as necessary to ensure that the project remains within specified scope and is within time, cost, and quality objectives. Role & Responsibilities Manage the critical day-to-day operational elements of assigned project including: project vision/objectives, financials, scope, quality, schedule, resourcing, vendor management, dependencies, risks, status reporting, stakeholder engagement, business readiness/organizational change management, value realization necessary to deliver specified requirements, objectives and value. Provide leadership by facilitating project definition, planning, budgeting, scheduling and resource planning to accomplish project objectives while managing applicable scope, quality, time and cost constraints. Ensure smooth project progression by effectively defining/managing the project plan (MPP), phase gate reviews, change requests and stakeholder status reporting. Provide leadership, vision and direction for both project team and business partners while working cross-functionally to solve problems and implement changes and ensure appropriate and professional communication among stakeholders. Manage projects throughout the project lifecycle. Evaluate progress and quality, manage issue resolution process and take corrective action, as necessary. Ensure adherence to DHHS DHB and other applicable state/federal policies and procedures. Develop quality business relationships so that client needs can be anticipated and addressed. Proactively develop innovative approaches, risk mitigation strategies and quality control. Actively engage in development or oversight of the development of all documentation for project. Use appropriate tools and communicate with different stakeholders regularly on project status. Coordinate change management and training rollout to end users. Leads the updating and maintenance of the PBM Implementation plan and schedule (in Microsoft Project Server) to reflect all project activities. Creates inter-dependency linkages between individual projects, extracts data such as resource demand and usage at the project and portfolio level over time and creates presentations using graphs and other visuals to present the information to executive audiences. Conducts updates, analysis, and maintenance activities following the scheduling standards from the Schedule Management Plan. Update project level task status on a weekly basis, report status and variances, and level resources, as assigned. Work with the project team members to develop and maintain a comprehensive cutover plan pulling in all activities to be completed during the cutover phase of the project. Exceptional analytical skills with demonstrated ability to apply analysis to actionable insights. Organizational intelligence and strong influence management/cross-functional leadership skills; adept at working in a matrix structure. Very strong presentation and communication skills with experience providing communication to senior leaders. Experience in Waterfall and Agile methodologies Preferred Project Management Professional (PMP) certification

Required/Desired Skills:

  • Relevant experience, including proven track record managing high-priority projects in a complex, sophisticated customer and competitive environment
  • Knowledge of the Enterprise IT Systems integration principle and associated Project management best practices
  • Demonstrate ability to manage multiple priorities and projects, and function in a fast passed moving constantly changing, deadline-driven environment
  • Proficient in Microsoft Project, Word, Excel, PowerPoint, Access, and Adobe software
  • Skills in persuasion, negotiation, relationship management, conflict resolution, and effective oral and written communication at all levels
  • Experience working in a combination of business analysis. Product management, or software application development
  • Excellent communication skills and attention to detail with specific experience developing, editing, and presenting summaries, reports, and complex in
  • Proven experience and working knowledge of the agile development methodologies, environment, and tools
  • Experience using or implementing Cloud technologies Iaas, Paas, Saas
  • Experience handling HIPPA and PII data
  • Ability to gather data via diverse means (i.e., interviews, observation, surveys, existing written documentation) and interpret relevant information
  • Medicaid program knowledge or related Healthcare Information
