Job Summary

SUMMARY

This employee will be solely responsible for the annual sidewalk renovation program inclusive of site selection, property owner notification, contractor coordination, inspection/acceptance, and invoice approvals.

This employee also acts in the role as a Town Liaison with the local Power, Phone, Cable, and Gas Utility Companies as it pertains to issues such as, but not limited to, permitting for street/sidewalk construction work, notification of damage facilities that need restoration or maintenance, and graffiti removal issues.

This employee also interfaces with the State Highway Administration on operational issues, as delegated to him/her by the Town Construction Manager. Additionally, this employee, working with our Engineering Department staff, monitors the "pre and post conditions" of Town owned infrastructure that adjoins site being privately developed, redeveloped, or demolished.

Job Duties

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Serve as Town liaison between the Department of Public Works and the local utility companies. (Delmarva Power and Light, Verizon, Comcast, Crown Castle, and Sand-Piper Energy/Chesapeake Utilities)
  • Reviews and approves all Utility Agreements, setup pre-construction meetings, perform field inspections to ensure Utility companies are performing restoration to the City's standards. Prepare Utility Agreement billings on a monthly basis.
  • Notify and follow up on reporting of graffiti and damages on private utility facilities (i.e., pedestals, transformers, splice boxes, poles and sidewalk, etc.)
  • Interaction with State Highway Administrative on operational issues, as delegated by the Public Works Construction Manager.
  • Interaction and monitoring of private contractors/developers as it pertains to the "pre and post" condition of our streets and sidewalks that adjoin the area of construction and redevelopment.
  • Conducts regular field inspections of contractors and work-in-progress.
  • Conducts field surveys to determine dimensions of completed work, maintains accurate documentation of final dimensions.
  • Assures that work is performed in accordance with safety policies and procedures.
  • Verifies accuracy of billing associated with work being inspected.
  • Inspects to assure compliance with Local, State, or Federal standards for projects and all other permits issued to private utilities and contractors.
  • Daily distribution of support documentation to various departments and prepares reports as required to the Department of Public Works as needed.
  • Will maintain a safe and orderly work environment.
  • Performs other related duties as required.

EDUCATION and/or EXPERIENCE

High school diploma or general education degree (GED); or one (1) to three (3) months related experience and/or training; or equivalent combination of education and experience.

CERTIFICATES, LICENSES, REGISTRATIONS: Valid driver's license required; Class C CDL Driver's License, preferred.

OTHER QUALIFICATIONS:
  • Must be able to work a variety of schedules and be on call 24 hours a day.
  • Must provide employer with a telephone number where employee can be contacted. In the event of hazardous weather, employee will be called to duty during off hours in order to maintain continuous operation of equipment.

Supplemental Information

LANGUAGE SKILLS: Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.

MATHEMATICAL SKILLS: Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

REASONING ABILITY: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
