**The Opportunity**

WSDOT has a unique opportunity for a seasoned real estate professional to join the Real Estate Services Office located in Seattle. The Real Estate Services Manager serves as the Northwest Regions (NWR) subject matter expert for real estate and right of way issues, providing guidance and oversight to ensure region activities comply with both State and Federal laws and regulations, and WSDOT policies and procedures. This position will be responsible for managing all functions of the NWR Real Estate Services Office, including the acquisition of all necessary real properties, providing an estimate and schedule for property acquisition activities, and identifying and managing risks associated with acquisition activities.

**What to Expect**

Among the varied range of responsibilities held within this role, you/the NWR Real Estate Service Manager will:

* Work directly with Project Development, Program Management, Maintenance, and other agency organizations on matters essential to the project delivery, funding and risk management.

* Responsible for the development of strategies both short and long term necessary to deliver the region program including the development of the scope schedule and budget for the right of way phases.

* Make critical decisions necessary to insure project delivery and compliance with both State and Federal laws and regulations.

* Make timely and appropriate decisions that result in substantial budget and schedule impacts.

* Lead, coordinate, empower and support a functionally diverse staff.

* Work directly with the office of the Attorneys General on all matters relating to the acquisition of right of way through the condemnation process including mediations and settlement agreements.

* Responsible for issuing Region right of way Certification for WSDOT projects.

* Evaluate the needs of the agency and ensures adequate resources are available to deliver the program.

* Manage the budgets for the right of way phase of each project.

**Qualifications**

To be considered for this opportunity, the following are required:

* Bachelor's Degree, preferably in Real Estate, Management, Public Administration, Business Administration, or closely related field. Five years of relevant work experience may be substituted for Bachelors degree.

+ And

* Minimum of six years' experience in real estate managing right of way disciplines of Appraisal, Acquisition, Property Management, Relocation; or, two years as a WSDOT Property Acquisition Specialist 5 supervising appraisers, acquisition agents, property management or title examiners.

* Thorough knowledge and understanding of applicable state and deferral real estate laws, policies and procedures, such as:

* Uniform Act, Code of Regulations (CFR)

* Washington Law-Revised Code of Washington (RCW), including the latest case law and Washington Administrative Codes (WAC)

* Washington State right of way acquisition and property management policies and procedures.

* Working knowledge of other state and federal agency policies and procedures, as well as union policies and procedures.

* Ability to communicate effectively both orally and in writing. Must understand the principles of project management, program management, and personnel administration and Merit System Rules.

* Ability to make timely and appropriate decisions with substantial budget impacts and tactfully deal with public, federal, state and local officials.

It is preferred that qualified candidates also have:

* Ability to manage a functionally diverse group made up of real estate appraisers, negotiators, relocation aqents, title examiners and property managers as well as staff who administratively assist in our proqram delivery.

* Experience managing a diverse team of consultant firms and coworkers.

* Thorough understanding of the public project development process, particularly the project development process for highway design and construction.

* Thorough understanding of highway design geometrics and the highway design engineer's challenges and goals.

* Working knowledge of the highway construction process and the challenges faced by the construction staff and the contractor.

**Important Notes**

* The salary listed for this position includes a legislative approved 5% premium for workers in King County.
