This HR Department of One position supports three locations for RESCO Electronics (White Marsh, Maryland and McFarland, Wisconsin) as well as our sister company, RESCO Defense (Baltimore City). This position is full-time and requires on-site work at all three locations with the opportunity for a hybrid schedule after a successful onboarding period. You must be willing to handle all HR tasks from administrative to higher-level strategic responsibilities.


The Human Resources Manager is responsible for developing and executing the human resources strategy in support of the overall business plan and strategic direction of the company. This includes managing the following areas: HR compliance, recruiting, onboarding, performance management, compensation, benefits, employee relations, and training and development.


Primary Responsibilities

Maintains knowledge of trends, best practices, regulatory changes, and new technologies in the field of HR. Serves as the main point of contact for any outside agency inquiries or charges, including response to requests for information and providing required reports.

Routinely reviews company employment rules and policies to keep the company in compliance with local, state, and federal laws and competitive with other employers.

Guides and facilitates the recruiting, hiring, and onboarding of staff members which includes developing or editing job descriptions, sourcing best avenues for hiring, placing employment advertisements, working with hiring agencies and/or schools, screening and interviewing candidates, advising hiring managers on candidates, making employment offers, drafting offer documents, and conducting all pre-employment screenings.

Serves as the main point of contact for new hires for a successful onboarding experience including a HR orientation.

Manages the annual performance appraisal processes by reviewing manager and employee self-evaluations, making recommendations for career development and employee performance improvement, and advising on compensation changes.

Provides active support to managers as it relates to training, performance, compensation, and counseling of direct reports. This may include participating in meetings with involved employees and drafting documents related to disciplinary or termination actions.

Addresses complaints from employees and conducts investigations for workplace situations.

Provides employees one-on-one counsel on issues related to or that can affect their employment or about the use of company-provided benefits.

Reviews and manages employment benefits including negotiation of these benefits with insurance companies and other benefit providers, and making recommendations to company leadership on benefits offered.

Manages Worker s Compensation and Unemployment by serving as the main point of contact.


Skills, Qualifications & Experience


Must have a Bachelor s degree in a field related to human resources management.

Preference for certification through HRCI or SHRM.

A minimum of at least 10 years of HR management experience preferably as a Department of One or experience in all areas of HR.

Must have excellent written and verbal communication skills.

Must be comfortable working with and willing to actively debate HR-related issues with senior management.

Must be a good listener and compassionate with staff members.

Must be effective at resolving misunderstandings and disputes between employees and between employees and the company.

Ability to multi-task and strong time management skills.

Must be approachable and trustworthy.

Actively engaged in following changes in the field of Human Resources.

Willing to work in the office and travel to all company locations.

Proficient with Microsoft Office Suite.

Experience with HRIS such as Paycom or the ability to learn a new system.
