CLASS SUMMARY:
Leadership level technical and compliance driven position that maintains airport safety, security and operational efficiency. Conducts required safety inspections of airfield and airport facilities and maintains records of discrepancies and corrective action taken, ensuring compliance with Federal, State and Local regulations. Provides continuous monitoring of airport activity and responds to incidents and emergency events as required to provide necessary support under limited supervision. An emphasis on teamwork, communication skills and the ability lead and teach other Airport Operations Agents in appropriate subject matter in expertise agreed upon by Airport Operations Leadership. Employee must foster a positive attitude through collaboration and teamwork while working within KCAB, in addition to KCAB's tenants and traveling public.

ESSENTIAL DUTIES:
This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the department.

  • Oversee and complete required daily, periodic and continuous surveillance inspections of airfield movement, non-movement areas, terminal facilities, and passenger areas to ensure the following:
    • Safety and security of the public, airport stakeholders and KCAB staff.
    • Compliance with applicable federal, state and local regulations including, but not limited to FAA Part 139, FAA Part 77, and TSA Part 1542.
    • Compliance with KCAB policies including, but not limited to OSHA, Rules and Regulations, Minimum Standards, Airport Certification Manual and Airport Security Program.
  • Supervises Airport Operation Agents. Providing feedback, performance evaluations and professional development conversations.
  • Responsible for the review and education of Job Qualification Requirement for assigned personnel.
  • Responsible for orienting new hire airport operations agents. Coordinating training sessions, scheduling meet and greets with necessary stakeholders, conducting frequent touch bases to understand development progress, provides and reviews necessary training materials. Provides feedback to Airport Operations management on performance of required job functions.
  • In conjunction with Airport Operations management, responsible for reviewing, updating and ensuring compliance with Airport Certification Manual, including associated plans contained therein. Responsible for constructing, updating and maintaining other Department manuals, policies and procedures.
  • Responsible for coordinating and communicating functions of KCAB Snow and Ice Control Plan and performs various functions to ensure safe operations, including but not limited to, runway friction testing, winter weather condition monitoring, compliance monitoring, and team oversight.
  • Administers and audits airfield inspection programs and training documentation regulated by FAA Part 139.
  • Leads preparation for annual FAA Safety Certification Inspection. Coordinates and assists FAA Inspector during multi-day inspection.
  • Monitors construction activity and coordinates with KCAB departments to ensure regulatory compliance and ensures Airport Operations department is adhering to and well versed with current CSPP's & CSPD's.
  • In conjunction with Airport Operations leadership, represents department at pre-construction/construction update meetings.
  • Provides high level of customer service in responding to questions and inquiries from the public, airport stakeholders, and government regulatory agencies. Works with KCAB department leaders to address customer related issues.
  • Serves in the Incident Command System during emergency events providing support to KCAB Departments as required.
  • Provides on call availability for response to emergency situations and winter weather events.
  • Responsible for the continuity of Airport Operations shift coverage and provides shift coverage as required.
  • Coordinates and proctors movement/non-movement area driving familiarization training and testing for airport personnel.
  • Takes leadership role for special events, VIP's, and charter operations.
  • Performs all duties of an Airport Operations Agent.
  • Performs the duties of Airport Duty Manager in his/her absence.
  • Performs other duties of a similar nature and level as assigned.
TRAINING AND EXPERIENCE:
Bachelor's degree in a related field to the area of assignment and three years of airport operations experience, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

LICENSING/CERTIFICATIONS:
  • Maintain Security Identification Display Area (SIDA) clearance.
  • Valid Drivers License.
  • Obtain and maintain US Customs and Border Protection Clearance.
  • Obtain and maintain position appropriate NIMS & emergency training.
  • OSHA 30
  • Basic ASOS
  • Basic Snow Academy (Preferred)
  • AAAE ACE OPS or Certified Member Certification

KNOWLEDGE OF:
  • FAA/TSA regulations concerning certification and operations of a commercial airport;
  • Airport Security Program requirements;
  • OSHA Regulations;
  • Reading and interpreting construction plans.
SKILL IN:
  • Clearly and effectively communicating, negotiating and advocating, both orally and in writing;
  • Use of a variety of computer-based technologies including word processing, and spreadsheets;
  • Demonstrated skill in problem resolution and decision making;
  • Establishing and maintaining effective, fair, cooperative, collaborative and respectful relationships with internal and external colleagues, peers, work teams and workgroups.
ADA AND OTHER REQUIREMENTS:
Positions in this class typically require standing, walking, fingering, talking, hearing, driving, seeing and repetitive motions.

Light Work: exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move objects.
