SUMMARY DESCRIPTION

Under direction, performs a full range of paraprofessional accounting duties in the preparation, maintenance and analysis of payroll data and reports. Incumbent may act in lead capacity over a small number of subordinate clerical personnel. Incumbent performs related work as required.

DISTINGUISHING CHARACTERISTICS

This is the advanced journey level full-charged bookkeeper class within the clerical accounting series. Positions in this class process and maintain the most difficult and complex statistical and financial records which require originality, initiative, independent judgment, and knowledge of bookkeeping and accounting practices and principles. Must have knowledge of state and federal employment laws, rules and regulations.

The Payroll Technician differs from the next lower class of Account Technician in that the consequences of error are greater, assignments are technically complex and of a more creative, evaluative and analytical nature. Requires greater knowledge of payroll law and bookkeeping and accounting practices and principles.

EXEMPLARY DUTIES/RESPONSIBILITIES

Compiles and technically interprets data for payroll processing purposes; researches and develops background information to be used for management decisions; compiles data and prepares routine and special reports required by state, federal and district uses; prepares special schedules for auditors; prepares technically difficult statistical and accounting reports and summaries from a variety of sources.

Responsible for receiving, inputting and verifying timesheets for a number of district sites and departments; performs complex analytical work in determining the proper reporting of hours worked; supervises and participates in maintaining tax, retirement, garnishment, miscellaneous deductions, and contribution records; identifies and resolves problems and makes corrective entries; utilizes computer terminal to enter and retrieve data and perform routine record maintenance.

May assume responsibility for financial office support procedures in a defined major area such as payroll or for financial office support procedures associated with an entire department or program; provides technical or functional supervision in the area assigned; assists district personnel and the public by answering questions that involve searching for and abstracting use of applicable laws, regulations, policies, and procedures; report subordinates technical performance, progress, and needs to supervisor as requested.

EMPLOYMENT STANDARDS

Education/Experience: Any experience equivalent to education that could provide the required knowledge and skills is qualifying. A typical way to obtain the knowledge and skills would be:

  1. Equivalent to a two (2) year degree from an accredited college with major course work in bookkeeping, accounting or related field;

AND
  1. Three (3) years of experience comparable to that of an Account Technician within the Washoe County School District, of which one (1) year included preparing payroll information.

Knowledge of: Basic accounting principles, procedures and terminology; governmental accounting, computerized accounting systems; applicable laws, rules and regulations governing the maintenance of financial and statistical records; supervisory principles and practices; business mathematics; methods and techniques used in researching, proofing , evaluating, gathering, organizing, and arranging data; modern office procedures and equipment.

Skill at: Performing paraprofessional accounting duties and full charge bookkeeping duties with minimal supervision; supervising, coordinating and reviewing work of subordinate account maintenance clerks; verifying, compiling, reconciling and interpreting data and drawing logical conclusions; preparing narrative and statistical reports and summaries from a variety of sources; locating and correcting discrepancies or errors in financial and statistical documents; operating standard office equipment and computerized accounting systems; making mathematical computations rapidly and accurately; understanding and carrying out oral and written instructions; establishing and maintaining effective working relationships with those contacted in the course of work.

Physical Demands: The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items, such as papers, books, or small parts; or driving an automobile. No special physical demands are required to perform the work.

Work Environment: The environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, meeting and training rooms, libraries, residences, or commercial vehicles, e.g., use of safe work practices with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signals. The work area is adequately lighted, heated, and ventilated.

Salaries are subject to adjustment and may increase and decrease each fiscal year. New employees hired by Washoe County School District are normally placed on the entry step of the grade of the position.

Additional Job Information

This is a 40 hour per week, 260 day position. This is a confidential position and is not subject to membership into a bargaining unit.

Eligible employees who are regularly scheduled to work less than 20 hours per week receive Social Security benefits, and the Salary Increases, Longevity Bonuses, and Credit Union benefits; eligible employees who are regularly scheduled to work 20 to 24.75 hours per week received PERS retirement benefits, and the Salary Increases, Longevity Bonuses and Credit Union benefits listed below; eligible employees who are regularly scheduled to work 25 to 27.25 hours per week receive the benefits listed below, with the exception of Medical, Dental, Vision Insurance; eligible employees who are regularly scheduled to work 27.5 hours per week or more receive full benefits of the District.
Holiday: Eligible employees receive up to eleven (11) paid holidays each year. Vacation: Eligible employees receive up to twenty (20) days of paid vacation each year. Sick Leave: Eligible employees receive up to fifteen (15) days of paid sick leave each year. Medical, Dental, Vision Insurance: Eligible employees may select an insurance plan wherein WCSD contributes 100% of insurance premiums. Eligible employee paid dependent medical insurance is available for an employee's dependents. No State Income Tax. No Social Security deductions for most positions working 20 hours per week or more. Retirement benefit offered is the State of Nevada retirement system, Public Employees Retirement System (PERS), which is one of the best in the country.

PERS ELIGIBLE POSITIONS:
Eligible Employees who select the employer paid salary schedule (Schedule A) will have Washoe County School District (WCSD) contribute 100% of the employee's retirement contributions. Eligible employees who select the employer-employee paid salary schedule (Schedule B) will have a portion of the legislatively designated amount paid by WCSD to PERS for retirement benefits and the employee, in turn, will pay the remaining portion of the legislatively designated amount of his/her salary to PERS. These options are introduced and explained in detail during the New Employee Orientation upon selection for employment.

New employees will be fingerprinted upon hire and every five years thereafter and will have $58.50 deducted from their first paycheck to help defray the cost of fingerprinting. Non-licensed employees will have $58.50 deduction when their fingerprints are completed every five years. Fingerprint fees are subject to change.

Temporary employees working less than 6 months do not receive benefits.
