A Non-Merit vacancy exists in the Bureau of Animal Services, Communicable Disease and Environmental Services, Department of Health and Human Services.

Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

Examples of Duties

Under general supervision, performs duties in the receipt, care, custody, and disposition of animals, and in the operation and maintenance of animal shelter facilities.

  • Feeds, waters, grooms and exercises animals.
  • Restrains and places animals in shelter holding facilities.
  • Cleans, sanitizes, and maintains kennels, grounds, shelter equipment, and shelter facilities.
  • Assists veterinarians in the examination and treatment of animals.
  • Holds animals while shots and medicines are dispensed.
  • Administers vaccinations and minor medical treatments to animals.
  • Euthanizes animals.
  • Prepares lab specimens.
  • Assists in the adoption and redemption of animals.
  • Provides information to the public about adoption and redemption procedures.
  • Answers telephone calls and in-person requests for information regarding shelter operations.
  • Escorts visitors through the shelter.
  • Keeps records of adoptions, redemptions, impoundments and euthanizations.
  • Collects fines and fees for impoundment, adoption, and vaccination shots.
  • Keeps agency management informed of shelter issues.
  • Prepares and assembles reports of animal shelter activities.
  • Assists clients with resources on rehoming or surrendering their pets.

Licenses and Certificates
Possession of a valid non-commercial, class C Maryland Driver's license or an equivalent is required at the time of appointment.

Qualifications

Required Qualifications
Possession of a high school diploma or an appropriate equivalent

Plus

One year of experience in humane animal care and treatment, animal shelter operations, and/or animal husbandry.

(Additional experience may be substituted on a year-for-year basis for the required education.)

Conditions of Employment

Employees hired after July 1, 2022 are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.

Persons appointed to this classification may work on a rotating shift basis which may include weekends, holidays, and overtime. Employees are subject to call to duty.

Employees must obtain certification approved by the Maryland Board of Veterinary Examiners in the performance of euthanasia within one year of employment. Incumbents who do not obtain certification by the Maryland Board of Veterinary Examiners in the performance of euthanasia within one year of employment will be terminated.

Physical and Environmental Conditions
The work of this classification entails the performance of heavy physical labor including bending, stooping, lifting, carrying heavy animals and objects, and the potential operation of vehicles and equipment. Work requires exposure to potentially hazardous conditions such as rabid animals, adverse weather, traffic, cleaning supplies and disgruntled members of the public or animal owners.

Medical Examination and Employment Background Investigation
Applicants selected for employment with Baltimore County must successfully complete a physical examination, drug screening and employment investigation, including, but not limited to criminal background, education certification and fingerprinting checks.

Paid Leave
Sick Leave - Monthly sick leave earnings prorated based on the number of hours worked per week. No maximum on accrual. Accrued balance can be applied toward service credit at retirement.

Vacation Leave - Monthly vacation leave earnings prorated based on the number of hours worked per week. Earnings increase after five, ten and fifteen years of service generally.

Holidays - Part-time 30 to 39 hour non-merit or non-classified employees will generally be paid for ten holidays per calendar year. Other part-time, non-merit or non-classified employees working 29 hours per week or less will receive two paid holidays per calendar year. These holidays are the Christmas holiday and the Independence Day holiday.
