TeleSolv Consulting has an immediate opportunity to work with the Federal Government as a Project Management Consultant Level III.

Duties / Responsibilities:

  • Assist the Coast Guard in assessing current Project Management Practices and Project management Tools. With this assessment, provide the Coast Guard with an implementation strategy to best meet the future needs of the Coast Guard.
  • Drive the support efforts to establish Microsoft Project Online as the USCG Technology division's Project Management Information System (PMIS) in alignment with the functional requirements set forth in the Configuration and Change Management Policy.
  • This includes but is not limited to:
    • Inventory of existing PMIS tools used to accomplish project work
    • Establishing permissions structure based on access requirements
    • Defining Organizational Data
    • Establishing the Enterprise Resource Pool and Resource Breakdown Structure
    • Configuration of time and task progress tracking
    • Planning for tool adoption and enhancing usability
    • Defining the Project Lifecycle and automated workflows
    • Defining the maintenance of the PMIS
  • Lead a team providing tailored solutions for each of the items above to ensure that all operational requirements are met, including recommendations to account for capability gaps.
  • This position must be available to the customer via telephone between the hours of 0800 and 1630 EST, Monday through Friday, and must respond ta request for discussion or resolution of technical problems within 24 hours of notification.
  • Understanding of Project Online Management capabilities and architecture including the following:
    • SharePoint Online platform framework and supported functionality regarding integration with Project Online
    • Project Web App (PWA) SharePoint collection site development and customization
    • Development of Project Online Objects including but not limited to:
      • Core entity Objects such as Projects, Tasks, Assignments, Resources, Calendars
      • Business Entity Objects such as Timesheets, Portfolios, and Models
      • Support Entity Objects such as security and validation
  • Additionally, the Senior Project Management Consultant shall assist in establishing and continuously improving the USCG's project management framework and processes, assist in the development of a project management curriculum aligned to that framework that supports Federal Acquisition Certification for Program and Project Managers (FACP/PM) requirements, conduct project management classroom training that enables FAC-P/PM, and provide mentoring of USCG Program and Project Managers (P/PM). This includes providing guidance to improve business process re-engineering and enable effective planning, management and execution of strategic programs and projects.

Minimum Requirements
  • U.S. Citizen.
  • Active Public Trust clearance, or the ability to obtain and maintain one.
  • Master's degree or Bachelor's degree with eight (8) years MS Project and Project Management experience that includes progressive senior level management and organizational experience.
  • Must have eight (8) years managing projects with a focus on business process or re-engineering experience.
  • Five (5) years of demonstrated proficiency in the following Microsoft applications: Word, Excel, PowerPoint, Outlook.
  • Five (5) years of demonstrated ability to communicate effectively, both orally and in writing.
  • Able to disclose COVID-19 vaccination status and abide by contract/department's COVID-19 guidance when accessing any facility.

Preferred Qualifications:
  • ITIL Foundations Certification.
  • Certified Scrum Master (CSM) certification.
  • PROSCI Change Management certification.
  • Five (5) years of demonstrated ability to conduct detailed research and analysis of technical data.
  • Project Management Professional (PMP ) certification from the Project Management Institute (PMI).
