**Summary**

This position is located within the VA Black Hills Health Care System's Environmental Management Service, providing healthcare interior design services to 12 clinics throughout Western South Dakota and Northwest Nebraska. As a Healthcare Interior Designer, the incumbent will assist in providing design solutions that improve quality of life and productivity as well as protect the health, safety, and welfare of our Veterans, visitors, and staff.

This position serves as a Junior Interior Designer and works closely with the Senior Interior Designer in planning and coordinating technical requirements pertaining to the design, construction, acquisition, repair, and maintenance of VA-owned and operated buildings. Designs are created in response to and coordinated with the building shell and acknowledge the physical location and social context of the project. Designs must adhere to code and regulatory requirements and encourage the principles of environmental sustainability.

The VA interior design process follows a systematic and coordinated methodology, including research, analysis, and integration of knowledge into the creative process, whereby the needs and resources of the client are satisfied to produce an interior space that fulfills the project goals. The work requires applying knowledge from a variety of fields such as interior construction (building systems and components, building costs, equipment, materials, and furnishings, work drawings, and specification, codes and standards); contracting (cost estimates, site visits, pre-and post-evaluations); facility operation (maintenance requirements, traffic patterns, security and fire protection); aesthetics (sense of scale, proportion, and form; color, texture, and finishes; style and visual imagery); psychology (privacy and enclosure; effects of environmental components on mood, alertness, etc.); and management (design project and resources coordination).

Major duties of this position include, but are not limited to:

* Assisting with space programming which consists of studying and identifying the needs and challenges within a clinical space and assisting with patient-centric design solutions.

* Assisting in providing technical specifications, which consists of identifying the very specific technical requirements of any furnishings, equipment, or fixtures that will be placed within the various types of space within a health care facility.

* Developing and maintaining the interior and exterior signage/wayfinding program and directional graphics in compliance with the VA Signage Manual and ADA standards

* Organizing and scheduling space committee meetings.

* Assisting in developing space committee presentations.

* Participating in pre-design meetings.

* Recording meeting notes and post on SharePoint.

* Making formal or informal presentations to customers and executives.

* Coordinating approvals by project engineers, contractors, fire and safety, and executive management.

* Assisting with and coordinating installations and design with work schedules of vendors, contractors, and end users.

* Preparing cost estimates for quantity of materials required for projects including furniture, window treatments, wall coverings, wall art, and other design related requirements.

* Preparing interior design drawings and documents (including detailed CAD/Architectural drawings).

* Assisting the Contract Officer Representative (COR) for interior design items that involve a contract by providing technical guidance and monitoring of of the contractor's performance

* Recording and tracking all employee requests for reasonable accommodation.

The incumbent will work independently, with minimal supervision in developing, designing, and coordinating space for appropriately assigned projects. The incumbent will be delegated considerable latitude in the performance of duties due to the professional creativity requirements of the position.

**Work Schedule:** Monday through Friday, 7:00am to 3:30pm. The incumbent may be required to work some holidays or weekends due to workload or special events.

**Telework:** VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/16/2022.

**Time-In-Grade Requirement**: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You may qualify based on your experience and/or education as described below:

* **Specialized Experience:** You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to assistant, technician, or other experience that required the performance of work concerned with the design and alteration of interior spaces to meet functional and aesthetic needs such as:

+ Identifying, researching, and creatively solving problems pertaining to the function and quality of the interior environment

+ Performing services relative to interior spaces, including programming, design analysis, space planning and aesthetics, using specialized knowledge of interior construction, building systems and components, building codes, equipment, materials, and furnishings.

+ Preparing drawings and documents relative to the design of interior spaces in order to enhance and protect the health, safety, and welfare of the public.

+ Coordinating and integrating the mechanical, electrical, and structural engineering disciplines within the interior context.

+ Managing
