The Suburban Mobility Authority for Regional Transportation (SMART) is Southeast Michigan's regional bus system helping people connect to work, school, medical appointments, shopping centers, entertainment and cultural events. SMART provides different types of transit services, each meeting a different need and giving residents the opportunity to get where they need to go. SMART continually monitors its routes and ridership, to make sure its resources are effectively and efficiently utilized, eliminating unproductive routes and reassigning those resources to high demand routes.

About the Role

The Community Mobility Programs Manager (CMPM) leads SMART's Community Transit Programs with the goal of maximizing mobility, meeting the region's diverse travel needs, and making best use of available resources with SMART'S Community Partners. Acts as both a resource and coordinator between internal departments at SMART and provider communities and agencies across the region.

Key Responsibilities:

  • Creates a strategic direction for SMART's Community Programs, as well as short term implementation plans, taking into account regional, local, and SMART needs and stakeholder consultation.
  • Manages administration of Community Programs, coordinating with various Departments.
  • Leads region-wide initiatives to foster innovation, effectiveness, and efficiencies with Community Program subrecipients.
  • Coordinates efforts and shares information closely with Community Ombudspeople.
  • Monitors the status of Community Program vehicles, equipment, and funding support, in coordination with Ombudspeople and Community Provider Maintenance Coordinator.
  • Represents Community Programs initiatives at regional, state and national groups.
  • Develops and maintains public-facing information, education, and resources on SMARTs' Community Programs to be presented to key stakeholders and accessible by everyone.
  • Coordinates Community Program efforts with key mobility partners (Area Agency on Aging 1B, SMART, local communities, private sector).
  • Works closely with SMARTs' Planning, Service Development, and Connector ADD departments to further SMART's overall strategy, synchronize efforts, and create innovative solutions.


About You:

  • Bachelor's Degree or higher in planning, administration, business or related field.
  • Knowledge of Federal and State transportation programs.
  • Experience with local, state. and/or federal government bodies and agencies: and community-based organizations.
  • Knowledge of services and programs related to seniors, individuals with disabilities, low income residents, and/or veterans.
  • Experience in research and analysis of data, programs and initiative.
