Basic Eligibility For A Position With The NRO

Where You Will Work

The Office of Inspector General (OIG) is an independent office reporting to the Director, National Reconnaissance Office (DNRO) and Congress. The Inspector General (IG) is appointed by the President with the advice and consent of the Senate. The OIG is responsible for conducting audits, inspections, investigations, and special reviews related to NRO programs and operations; providing leadership with recommendations to promote economy, efficiency and effectiveness; preventing and detecting fraud, waste and abuse in NRO programs and operations; and providing a means to keep the DNRO and the Congress fully and currently informed of issues concerning fraud and other serious problems, abuses and deficiencies in NRO's programs or operations.

This position works under the direction, control, and authority of the Inspectors General at NRO and in accordance with President's Council on Integrity and Efficiency (PCIE) standards. This position conducts inquiries into possible violations of laws, rules, and regulations; mismanagement; gross waste of funds; abuse of authority; or substantial and specific danger to the public health and safety within the NRO. This position works with minimal supervision. Investigators work independently and as leaders or members of investigative teams, and provide mentoring and coaching to less experienced investigators. This position acts as a technical reference and conducts extremely sensitive and highly classified investigations. Specific duties include developing and implementing strategies for gathering and analyzing information and evidence; developing innovative plans for investigations and projects; writing complex reports; and delivering articulate briefings involving the most complex or sensitive issues to individuals, senior management, and groups. Investigators also develop, manage, or oversee initiatives to identify and make recommendations regarding violations of law and regulations, and other serious problems, abuses, or deficiencies, and monitor the progress made toward implementing corrective actions. Investigators at the NRO also develop proactive investigative initiatives.

What You Will Be Doing

The National Reconnaissance Office (NRO), Office of Inspector General (OIG) Investigations Staff (INV) seeks a highly motivated self-starter with an established record of high performance to join its investigative team in Chantilly, Virginia. Special Agents conduct criminal, civil, and administrative investigations pursuant to the Inspector General Act of 1978 either independently or as part of a team or taskforce with other law enforcement agencies.

• OIG Investigative cases involve allegations of fraud, waste, or abuse against NRO programs, operations, or employees. The OIG conducts investigations in a professional manner consistent with standards and guidelines established by the Council of Inspectors General on Integrity and Efficiency.
• OIG Special Agents assigned to this office are required to develop and maintain working relationships with sources inside and outside of the NRO as well as the Department of Justice, federal and local law enforcement, representatives of other offices of Inspector General, and key corporate officers conducting business with the NRO.
• OIG Special Agents may also conduct fraud awareness briefings and other proactive outreach efforts.
• Other duties include conducting case intake, drafting and delivering subpoenas, obtaining statements under oath, briefing cases to senior management, testifying in court, and engaging in a multitude of ad hoc activities in support of the OIG mission. Additional training will be provided as necessary.
• OIG Special Agents interact with all levels of NRO employees (civilian, contractor, and military) and representatives from the public and private business sectors. Because the OIG is regularly involved in high-profile matters of interest to Congress, the courts, and the NRO's senior management, OIG employees have a tacit representational responsibility and must execute their duties with the utmost discretion and professionalism.

What You Need

• Previous experience conducting criminal, civil, or administrative investigations or previous experience as a warranted contracting officer or a certified public accountant.
• The ability to complete a two-week residential basic investigations program at the Federal Law Enforcement Training Center in Brunswick, Georgia within the first year of assignment (or previous certification from a federal or military criminal investigations academy).
• Strong writing skills (the ability to write clearly and precisely).
• Impeccable integrity, discretion, and ability to work with very sensitive information.
• Strong oral communications skills.
• Strong interpersonal skills with ability to work in a team environment; must be able to effectively interact with people under a wide variety of conditions.
• Ability to manage a heavy workload and handle numerous matters simultaneously with minimal supervision.
• Demonstrated experience in conducting research and analysis.
• Ability to adjust work hours and personal schedule occasionally if necessary to meet time critical demands of priority investigations.
• Ability to travel occasionally, both domestically and overseas, in support of investigative requirements.
• Strong performance record reflecting an ability to work independently and in groups, as needed.
• Ability to maintain focus and professional composure in confrontational situations.
• Ability to learn and adapt to stringent investigative procedures and standards.

Highly Desired

• Bachelor's degree from an accredited college or university.
• Experience with Civilian or Military court systems.
• Familiarity with Inspector General Act authorities Experience in one of the following:
  • Investigating procurement fraud
  • Contract auditing or management
  • Information systems forensics
  • Cybersecurity investigations

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform and is typically in or directly related to the duties of the position as described above. • Overtime Statement: MAY be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.

Salary

2024 salary range for the Washington, DC area:

GG-13: $117,962 $153,354.

GG-14: $139,395 $181,216.

**This position is a senior/full performance level DCIPS position. The NRO is accepting applications from U.S. Citizens and current federal government employees for this position.
