General Summary & Essential Responsibilities

JOB SUMMARY

Performs skilled work in underground utility line locations of wastewater collection, low pressure sewer, water distribution, and reuse systems for Sunshine State One Call of Florida and the Federal Pipeline Safety Act. Assists with construction observations of utility installations and utility testing.

ESSENTIAL JOB FUNCTIONS

  • Performs underground utility line locates for informational transfer for outside requests.
  • Analyzes sub-surface data using ground-penetrating radar unit for underground utility locations.
  • Performs internal locate requests for design and reports findings to the project managers.
  • Provides updates to engineering for geodatabase changes in the field.
  • Prepares routine and/or descriptive reports; maintains records and daily logs.
  • Operates excavation equipment to pothole and locate underground utility assets.
  • Assists in observance of Low-Pressure System (LPS) installs.
  • Assists in the completion of Customer Service Requests.
  • Provides exceptional customer assistance, problem-solving, and/or complaint resolution by all forms of communication.
Min. Education, Licenses and Certifications

QUALIFICATIONS

Education and Experience:

An equivalent combination of relevant training, education and experience:
  • High school diploma or equivalent.
  • One (1) year of experience in utility construction
Licenses and/or Certificates:
  • Must maintain a valid driver's license.
  • Within three (3) months of position assignment:
    1. Must maintain Maintenance of Traffic (MOT) certification from the Florida Department of Transportation (FDOT).
Knowledge, Skills and Abilities

Knowledge, Skills and Abilities:
  • Knowledge of departmental policies, plans, and procedures.
  • Knowledge of modern office practices, plans, and procedures.
  • Knowledge of Microsoft Word, Excel, PowerPoint, and other job-related computer programs and software applications.
  • Knowledge of the methods, materials, and equipment to locate underground utilities including water, sewer, reuse, phone cable, electric, and gas mains.
  • Knowledge of occupational hazards of the types of work performed and of necessary precautions; ability to recognize dangerous conditions.
  • Skill in the operation and care of hand tools and electronic equipment for underground utility locates, including proficiency in the use of 3M Dynatell 1420 EMS locator and ground-penetrating radar units.
  • Skill in effective communication, both orally and in writing.
  • Skill in prioritizing and organizing work.
  • Skill in the use of office equipment such as a computer, multi-line telephone system, scanner, fax machine, and copier.
  • Ability to interpret drawings and blueprints in performance of job duties.
  • Ability to safely maintain and operate motorized equipment and light-duty machinery used in the area(s) of assignment.
  • Ability to ascertain priorities and meet constant deadlines.
  • Ability to maintain routine records and reports.
  • Ability to work independently and with minimal supervision.
  • Ability to operate a motor vehicle.
  • Ability to safely and efficiently operate a Yanmar VIO17 Mini Excavator.
  • Ability to provide internal/external guidance and customer assistance via all forms of communication.
  • Ability to use computers for data entry, word processing, and/or accounting purposes.
  • Ability to author reports, business correspondence, and procedure manuals.
  • Ability to establish and maintain effective working relationships with managers, service providers, other employees, and the general public.

PHYSICAL DEMANDS

Stooping, crouching, walking, pulling, lifting, grasping, hearing, seeing up close, seeing far away, kneeling, reaching, pushing, talking, standing, finger movement, repetitive motions, depth perception. Frequent lifting of up to 25 pounds, occasional lifting over 50 lbs.

WORK ENVIRONMENT

Work is exposed to outdoor weather conditions or irate customers, extreme noise, extreme heat, and/or dust.

The position requires moderate exposure or risk related to physical health and/or physical safety (e.g., exposure to environmentally hazardous material, heavy equipment, assault and battery, communicable disease, etc.).
