**JMT is seeking a highly motivated individual to lead our Transportation Structures Section Head in York, PA.**
**Position Summary**
The primary role for this individual is to manage JMTs York and Harrisburg Transportation Structures Section. Based in our York Office, the candidate will be responsible for the overall vision, business development, managing staff and financial success of a talented, well-established department. This person will be responsible for managing a technical engineering staff, including coordinating staff assignments with the Practice Leader and other offices in timely forecasting of project needs throughout JMT. The selected candidate will work closely with our Pennsylvania Region Structures group while managing, developing, fostering existing and developing new market opportunities Central Pennsylvania with a focus on PennDOT Districts and Central Office and the Pennsylvania Turnpike Commission. The successful candidate will be expected to assist in development of teaming relationships, technical management of statements of interest, technical and fee proposals, and presentations. In addition, the successful candidate will be responsible for coordination with clients, subconsultants, other government and regulatory agencies, and internal JMT staff. **As a condition of employment, hire will be required to be fully vaccinated against Covid-19. Proof of vaccination will need to be submitted as part of the interview/hiring process.**

**Essential Functions and Responsibilities**
* Grow existing and new market presence in area through marketing and business development
* Manage financial budget for department and allocate resources accordingly
* Manage utilization of staff
* Lead and contribute to the production of proposals
* Coordinate and serve as a resource to senior technical staff, project managers and design staff
* Establish resource staffing needs
* Interview and hire staff for the section
* Conduct performance reviews for staff
* Coordinate work-sharing within region and between regions
**Nonessential Functions and Responsibilities**
* Perform other related duties as assigned
Required Skills
* Ability to manage multiple projects in a dynamic, fast-paced team-oriented environment
* Ability to manage, mentor, and provide guidance and direction to staff
* Excellent written and oral communication skills
* Thorough understanding of the PennDOT and PTC design practices and software applications, standard specifications, special provisions, and plan preparation
* Proficiency in Microsoft Office
Required Experience
* Bachelors degree in civil engineering or a related field from an accredited program
* Professional Engineer License in Pennsylvania
* 15+ years of experience in highway bridge and structure design
* Experience working with PennDOT (Districts 8-0 and 2-0 preferred)
* Experience working with PennDOT Central Office and PTC
* Project management experience
* Supervisory experience
* Experience with MicroStation
* Experience leading Design Build pursuits and design delivery preferred
* Business development experience preferred
**Working Conditions**
Work is performed within a general office environment. Work is generally sedentary in nature but may require occasional standing and walking. Lighting and temperature are adequate and there are no hazardous or unpleasant conditions caused by noise, dust, etc. within the office environment.
