**Description:**

Reporting to the Security and Emergency Response Team Leader and receiving on-shift direction from the Shift Superintendent, the **Health & Safety Shift Supervisor** is responsible for on-shift supervision of Health, Safety, Environmental (HSE) and Emergency Response programs and personnel.

**Responsibilities May Include:**

* Providing on-shift HSE oversight, supervision, and work direction to refinery workforce related to Confined Space Entry, Hot Work, Personal Protective Equipment (PPE), Safe Work Practices, Fatigue Management, and all other related Health, Safety, Environmental, Industrial Hygiene or Security matters

* Representing Refinery Management to employees, contractors, regulatory agencies, and other stakeholders regarding HSE issues during off-hours including serving as the on-site decision maker for HSE issues during such times

* Serving as Operations Chief during Emergency Response and as a team leader for all specialty teams (Fire, Rescue, Hazmat, and Oil Spill)

* As the on-shift HSE Supervisor, providing on-scene environmental incident information to the refinery on-call Environmental Duty Person

* Conducting on-shift Health, Safety, and Emergency Response training as part of the overall SFR Training Program

* Issuing Hot Work Plans, High Hazard Work Permits, Confined Space Entry Rescue Pre-Plans, and approving Job Safety Plans, Confined Space Packages, and Confined Space Entries

* Providing site leadership for implementing and enforcing HSE Policies/Procedures, company standards and regulations

* Serve as an Alternate Facility Security Officer (AFSO) and providing on-shift security oversight.

* Managing initial Incident Investigation efforts of securing, protecting and collecting incident related evidence and enter the First Report into the IMPACT system

* Qualified apparatus operator and able to provide on-shift apparatus training

* Participating in the maintenance and continuous improvement of the Policies and Procedures and Emergency Response Plan Manual and associated pre-plans

* Leading incident critiques following emergencies, drills, and exercises and deciding on specific action items to address deficiencies

* Performing safety audits and planned general inspections

* Accountable for conducting quality shift HSE Supervisor handovers to communicate shift issues, conditions, actions taken, decisions made

* Conducting or participate in on-shift safety meetings

* Supervising medical responses as an advanced first aid responder until relieved by higher medical authority

* Maintaining level of HSE knowledge and expertise through periodic job function training or skill development including certifications in advanced first aid

* Auditing/inspecting safety and emergency response equipment and apparatus

* Conducting lighting surveys, noise surveys, and exposure monitoring as required by the site Industrial Hygienist

* Providing turnaround and project safety leadership, supervision, and support

* Working special, day-shift, and rotating shift schedules as required

* Performing other supervisory responsibilities and duties as assigned

**Required Qualifications:**

* Legally authorized to work in job posting country

* High school diploma or GED equivalent

* Currently hold valid driver's license

* Currently hold, or willing and able to obtain, Fire Fighter Apparatus Endorsement on valid California driver's license

* 1 or more year(s) of direct experience in refining and/or similar industrial environment

* Ability and willingness to perform/comply, with or without a reasonable accommodation, with the following:

+ Work in confined spaces and at heights up to 200 feet

+ Work various schedules including a 12-hour rotating shift, which includes weekends and holidays. (Employees generally work 48 hours one week, 36 hours the next, rotating between days and nights.)

+ Pass ER/fire brigade physicals and maintaining medical qualification

+ Currently hold advanced first aid certification OR able to obtain certification within six months

+ Effectively utilize and interpret basic atmospheric monitoring instruments

* Willing and able to obtain a Transportation Worker Identification Card (TWIC). Information can be found at

**Preferred Qualifications:**

* Bachelor's degree or higher in safety or related field

* 3 or more years of experience in industrial health and safety

* 1 or more years of experience with issuing high hazard work authorization permits

* Previous supervisory/team leader experience

* Computer proficiency with Excel, Word, Outlook and SAP

* Strong interpersonal and communication skills, ability to effectively interact with multiple layers of organizations

* Advanced emergency response certifications: Rescue Technician, Hazmat Technician, Emergency Medical Technician (EMT), Apparatus Operator, Oil Spill Responder, etc.

* Previous fire apparatus training experience

* Certified Safety Professional (CSP), or equivalent

* Previous leadership and tactical experience during emergency situations

* Experience with NFPA 25 Fire System Inspection, Testing and Maintenance

* Effective in developing written programs and presenting training materials in a classroom and/or in the field

The **San Francisco Refinery** consists of two facilities linked by a 200-mile pipeline. The Santa Maria facility is located in Arroyo Grande, California, 200 miles south of San Francisco, California, while the Rodeo facility is in the San Francisco Bay Area. Semi-refined liquid products from the Santa Maria facility are shipped by pipeline to the Rodeo facility for upgrading into finished petroleum products. Facilities include crude distillation, naphtha reforming, hydrocracking, hydrodesulfurization and delayed coking units, as well as a calciner. The San Francisco Refinery processes a mixture of heavy, high sulfur and light sweet crude oil. It receives California crude oil by pipeline, and both domestic and foreign crude oil by tanker. The refinery produces a high percentage of transportation fuels. It also produces CARB-grade gasoline. Other products include petroleum coke. The majority of the refined products are distributed to California by pipeline and barge. Additional refined products are also exported to Latin America by waterborne cargo.
