POSITION SUMMARY

POSITION SUMMARY:

Under general supervision, of the jail division is assigned on a shift in the security of the Detention facility is responsible to monitor and control the access, conduct and movement of inmates, visitors and staff to areas within the jail and performs related work as required.
DUTIES AND RESPONSIBILITIES

ESSENTIAL FUNCTIONS OF THE POSITION:

  • Participates on an assigned shift in the security of the county jail facility.
  • Assists in the safe movement and placement of inmates within the facility by monitoring their movement electronically, remotely opening and closing doors as required and implementing emergency response through observation of inmates and visitor's movement within the housing units and adjoining areas.
  • Oversees security of entire facility.
  • Operates all secure doors within the jail, intake, courtroom, and infirmary. Control all movement of staff, inmates and visitors in the secure perimeter of the jail.
  • Operates and monitors overhead and entrance doors into and out of sally port.
  • Allow entrance and exit of using agencies into and out of sally port.
  • Receive visitors for jail at secure perimeter entrance, allow access to secure perimeter, as authorized.
  • Takeover affected areas in the event of an emergency in the secure perimeter.
  • Notify the Shift Supervisor of all emergencies in the jail;
  • Contact emergency services as directed, such as ambulance, fire, other responding agencies;
  • Allow access of emergency responders into secure perimeter.
  • Follow instructions of Shift Supervisor during all emergencies.
  • Receives bonding agents
  • Allowing access into secure perimeter for vendors conducting business.
  • Receive bonds for inmates in housing units.
  • Notify intake staff of arrival of arrestees at sally port entrance or of anticipated arrival of combative arrestees or other persons.
  • Performs other related duties as assigned.

MINIMUM QUALIFICATIONS

MINIMUM REQUIREMENTS TO PERFORM WORK:
  • High school diploma or equivalent;
  • Two (2) years of clerical experience which includes direct public contact and data entry;
  • Or equivalent education and/or experience.
  • Possession of a valid North Carolina driver's license
KNOWLEDGE, SKILLS, and ABILITIES:
  • Knowledge of federal, state, and local laws pertaining to inmate sentencing, pretrial conditions and release.
  • Knowledge of policies and procedures covering inmate security, classification, care, and discipline.
  • Skill in dealing tactfully and firmly with inmates and the public.
  • Skill in communicating, both verbally and in writing.
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
  • Ability to write routine reports and correspondence.
  • Ability to speak effectively one-on-one or to employees of organizations.
  • Ability to make rational decisions and carry out instructions furnished in written, oral, or diagram form.
  • Ability to deal with problems involving several concrete variables in standardized situations.
  • Ability to interact with persons from varied socioeconomic and ethnic backgrounds.
  • Ability to operate typewriter, computer and 10-key calculator.
  • Ability to work all hours, including weekends and holidays, to maintain continuous 24-hour operations.
  • Ability to exercise sound judgment in routine and emergency situations.
  • Ability to work in a hazardous and confining work environment.
  • Ability to prepare and maintain accurate records.
  • Ability to maintain effective working relationships with supervisor, inmates and their families, employees, and the public.
  • Ability to actively listen to inmate conversations and sounds in the facility and exercise judgment in determining potential security problems.


SUPPLEMENTAL INFORMATION

PHYSICAL DEMANDS:
Must be able to perform medium work frequently exerting up to 30 pounds of force to lift, carry, push, pull, or otherwise move objects; and occasionally requiring to exert up to 50 pounds of force to move objects. The employee frequently is required to sit and reach with hands and arms. The employee is occasionally required to stand; walk; and use hands to finger, handle, or feel objects, tools, or controls. This work also involves the abilities of perceiving sounds at normal speaking levels, discriminating among sounds, using mental acuity, performing repetitive motion, speaking, expressing ideas by the spoken word, shouting to be heard above ambient noise, and walking. An incumbent must also possess the visual acuity to process records and reports, work with color or depth perception, observe activities in the jail, determine accuracy/neatness/thoroughness of work assigned, operate office/detention center equipment, and inspect for defects.

WORK ENVIRONMENT:
The employee is subject to hazards associated: with custody work including working in inside environments; with exposure to various hazards such as noise, a variety of physical conditions, and close quarters; and with exposure to human body fluid and thus are subject to OSHA requirements on blood borne pathogens. Employees may be assigned to work any shift and come in frequent contact with violent, suicidal, and mentally unstable inmates.
