Federal Program Manager for Real Property


Job Details

Woolpert/Binary Group partnership is searching for a Federal Program Manager for Real Property. The PM shall manage the daily operation of the program and supervises the team of real property and real estate subject matter experts. The PM will plan and set program goals and milestones and develop risk management strategies. The PM will define resources and schedules for the implementation of the program, as well as clearly define requirements and set targets accordingly. The PM will ensure the Project Management Plan is executed to satisfy the contract requirements of a complete a full validation and correction of all GFEBS asset records for Existence, Completeness, Rights and Obligations, Valuation, Presentation and Disclosure for the purpose of sustaining effective management of real property data in order to become Audit Ready and Army compliant. Must have experience with managing Real Property contracts and possess hands on expertise with GFEBS, ePRISMS, GIS, and CADD.


Responsibilities:

  • Overall program management of all requirements and staff to ensure customer requirements are met on time.
  • Real Property physical inspections and Facility utilization studies to collect data on existing assets and identify Found on Installation assets
  • Conduct field surveys to develop/update CAD floor plans and use existing floor plans to mark up space information and measurements for development of updated floor plans
  • Review, validate and develop standardized ePRISMS facility floor plans and related data necessary to populate and implement ePRISMS, as well as uploading data into the ePRISMS database.
  • Collection, production, analysis, dissemination and maintenance of consistent and accurate, installation geospatial data and products, which includes both GIS and Computer Aided Design and Drafting (CADD); and develop standard geospatial products for use in reconciling Real Property assets and documenting their spatial location
  • Enhanced Use Lease (EUL) support, including portfolio management, lease management surety, and developer coordination. Conducts monthly on-site EUL inspections and complete inspection form to document any deficiencies and ensure the development is adhering to the Master Agreement to Lease (MAL) terms.
  • Design / Construction Document Quality Control
  • Validation of inspection and survey data
  • Creation of documentation, including DD Forms 1354, MFRs, and other required documentation as needed; Prepare various Memorandums for Record (MFR) and other documentation needed for new / changes in assets, and to complete acquisition and disposal actions for assets
  • Update / correct / add GFEBS records ensuring all assets are audit compliant with the Chief Financial Officers (CFO) Act, and ensure proper controls are in place to ensure adherence to CFOA requirements
  • Unbundling and unconsolidating assets and ensure all records are updated in GFEBS
  • Perform analysis and develop reports and other products for the customer s requirements in GFEBS, ePRISMS and GIS
  • Provide training in GFEBS Real Property and ECC/BI modules, ePRISMS, and GIS to personnel


Qualifications:

  • Must have Army or Department of Defense Real Property experience
  • 2 years of experience as a Project Manager for Real Property programs, including contracts that involve GFEBS, ePRISMS, CADD, and GIS
  • 5 years of documented experience with hands on knowledge of GFEBS Real Property / Reporting modules, ePRISMS, CADD, and GIS
  • Must demonstrate a clear understanding of the cradle to grave Army Real Property process
  • Demonstrated knowledge of IMCOM required facility turn-in processes, maintain documentation of all installation and IMCOM required facility clearance documents
  • Must be provisioned in GFEBS Roles (provide screenshots of GFEBS certs for required roles).
  • Must understand the CFOA process and requirements to be audit ready
  • Knowledge of the requirements in OASIM Real Property Management Handbook, October 2022, validation of all data elements in the IMCOM Real Property Accountable Officer Handbook, October 2022 and updates to the Army Installation Atlas using the Asset Validation tool.
  • Training experience to train staff and government personnel in GFEBS, ePRISMS, CADD, and CFOA processes.
  • Proficient in Microsoft Office Suite
  • Strong verbal and written communication skills
  • Requires full-time onsite work
