The City of Pasadena, Building and Safety Division is seeking qualified, energetic, customer focused applicants for a combination Building Inspector to perform field inspections of residential and minor commercial buildings and structures. Building Inspectors verify compliance of design and construction to the California Building Standards Code including building, residential electrical, plumbing, and mechanical systems to verify compliance with state and local building, electrical, plumbing, mechanical, energy, CAL Green codes, and related standards. Building Inspectors also provide assistance to residents, business owners, and the general public while maintaining records in both written and electronic form.

Essential Functions

The following represents some of the essential functions of the position. Assignments may vary. For more detailed information, please refer to the job description.

  • Apply requirements of Tite-24 Building Standards Law and applicable standards;
  • Possess and apply knowledge of building materials and apply enforcement in their installation;
  • Possess and apply knowledge of building framing, framing member connections, load path, gravity and lateral load concepts;
  • Knowledge and application of specialty codes for electrical systems, mechanical systems, plumbing installations, energy conservation, and green building standards;
  • Enforcement of site conditions, including but not limited to: grading and drainage, zoning setbacks, fire setbacks, easements;
  • Conduct field inspections at construction sites verifying compliance with building codes, zoning standards, and the Pasadena Municipal Code;
  • Prepare clearly written and factual correction notices, written reports, electronic communication, and records for enforcement;
  • Use of electronic devices for inspection and permit records, inspection results and documentation

Qualification Guidelines

EDUCATION AND EXPERIENCE
  • Equivalent to the completion of twelfth grade or GED required.
  • I.C.C certificate in any trade, required within one year of employment.
  • Two years of experience with a public agency as an inspector performing combination inspections; or, four years of full-time experience in residential construction and/or commercial.
  • Graduation from a recognized college with an Associate of Arts or Associate of Science degree in Building Construction Inspection, or any combination of education equivalent to completion of 30 college semester units in engineering, architecture, or building inspection is highly desirable but not required.

SELECTION PROCESS
The selection process will consist of a minimum qualification review, a preferred qualifications review, a structured panel interview, and a department-level selection interview.

Candidates selected for this position are subject to a one-year probationary work period.
Special Requirements

A Building Inspector (Combination) must operate a motor vehicle for the purpose of performing field inspections and other related duties.

Possession of a valid Class C California Driver's License is required.

Possession of a valid I.C.C certification as a residential building inspector or residential combination inspector within one year of appointment.

Effective January 1, 2013, new members to CalPERS or an agency with CALPERS' reciprocity or who have more than a six month break in service between employment in a CalPERS (or reciprocal) agency will be subject to the provisions of the Public Employees' Pension Reform Act of 2013 (PEPRA) and will receive the 2% @ 62 benefit formula.

Employees who are current members of CalPERS or an agency with CalPERS' reciprocity, or who have less than a six month break in service between employment in a CalPERS (or reciprocal) agency and employment with the City will be enrolled in the 2.5% @ 55 benefit formula.

All employees are required to pay the full employee contribution to CalPERS.
