Salary Range for this position is $58,854.40-$88,280.00.

Exempt position, pay rates are based on education, skill, experience level and internal equity. considerations include an assessment of the applicant's salary history and qualifications in comparison to the market rate and requirements for the job.

This is the senior level position in the appraiser job series. Incumbents are responsible for the most complex commercial or residential appraisals. Duties include appraising complex commercial properties; measuring and listing large commercial, multi-family and complex residential properties; defending ad valorem values before the Board and some cases to the NC Property Tax Commission; establishing property grades and characteristics for revaluation; assisting with cost, market and income studies for revaluation; and assisting in training and providing guidance to staff. Incumbents are required to fully understand, interpret and apply appraisal rules and regulations.

ESSENTIAL FUNCTIONS

Analyzes and interprets data such as cost of construction, market comparison, and income-producing potential. This may include reviews of complex income and expense statements, leases, depreciation, and property sales to determine correct valuation for all property classes assigned.

Designs, performs, analyzes, interprets and documents appraisal studies for varied and complex property types which may include analysis of financial and investment data as well as cost data from multiple sources.

Prepares full narrative appraisal reports and presents oral presentations at various hearing boards in support of the appraised value that conform to standards promulgated by the Appraisal Standards Board.

Explains to citizens, professional tax representatives', attorneys and private appraisers the basis for appraised values for assigned property classes.

Receives and analyzes property valuation appeals, explains assessment procedures, prepares testimony and presents evidence to the County Board of Equalization, the State Board of Assessment Appeals, County Commissioners, and District Court.

Performs reviews of classes of properties to assure assessment uniformity as verified by state audit.

Researches and collects data for database inventories on new construction, cuts/combinations, and demolitions.

Prepares reports utilizing a variety of statistical methodologies and software, and per guidelines established by the Appraisal Standards Board.

Assists taxpayers and other agencies and organizations to obtain real estate information and provides explanations of appraisal methods, statutes and procedures.

MINIMUM QUALIFICATIONS

Experience: Four years of commercial or residential appraisal experience.

Education: Bachelor's Degree in a related field

LICENSES AND CERTIFICATIONS

Requires a valid North Carolina or South Carolina Driver's License. Must obtain and maintain a valid Mecklenburg County Vehicle Operator's Permit.

Certification with the North Carolina Department of Revenue as a County Real Property Appraiser within 1 year of hire (Passing scores on tests in two 30 hour courses in NC Property Tax Listing and IAAO Course 101). Certification must be maintained by taking 30 additional hours of coursework/training as required by the North Carolina Department of Revenue every two years.

PREFERRED QUALIFICATIONS

Mass appraisal experience preferred. Candidacy for RES, AAS, CEA or SRA is preferred. Additional years of experience preferred.

Knowledge of the principles, practices, methods and requirements of private sector business accounting and personal property auditing.

Knowledge of real estate principles, practices, markets and values.

Knowledge of materials, methods, and the appropriate tools to construct objects, structures and buildings.

Knowledge of generally accepted accounting principles and procedures.

Knowledge of pertinent federal, state and local rules, regulations, ordinances, and other regulatory standards applicable to the work.
