Financial Service Centers provide professional financial expertise to manage the financial activities of multiple Departments and bureaus, with accounts that vary in size and complexity. Services for customer agencies include accounting and financial processing, cash management, budget development and monitoring, financial analysis, grant management, legislative support, and administrative functions.

We are seeking a motivated individual with broad financial knowledge and excellent communication skills. Our Senior Financial Analyst is multi-faceted with a scope of responsibility that spans an array of financial and administrative services. This work includes having an in-depth financial knowledge of the accounts and providing department directors with accurate and continuous analyses of departmental finances including revenue and budget forecasts. This position will provide financial analysis services to the Department of Public Safety and the Department of Professional and Financial Regulation while working as team lead and supervising two financial analyst positions and two staff accountant positions. The responsibilities will also include developing professional relationships and working closely with commissioners, agency heads, professional accounting and/or support staff in order to provide guidance and advice on fiscal matters, processes, procedures, rules, regulations, best practices and financial internal controls. Work is performed under limited supervision.

Customer service, interpersonal skills, and strong financial knowledge are critical in this role. The position may be remote for a few months and will be based in Augusta, Maine.

***Primary responsibilities include:***

* Assist in directing and overseeing the fiscal, budgetary, and financial management functions in order to meet established Department goals and objectives.

* Assist with overseeing financing and strategic planning in order to improve the efficiency and effectiveness of program delivery.

* Direct and oversee the activities of a team of accounting staff that provide fiscal services and support to the departments.

* Act as technical resource to provide support to professional accounting staff.

* Advise the director, commissioners, deputy commissioners, and other customers on fiscal affairs and management matters to provide recommended solutions to identified problems.

* Develop and recommend budgets, work and fiscal programs, and subsequent changes to support attainment of department goals.

* Oversee federal grant work done by staff accountant positions.

* Review legislative records and other documents concerning allocation to ensure programs are adequately funded and are consistent with legislative intent.

* Provide subject matter expertise on areas including, but not limited to agency fiscal matters, the States budget process, the States budget system, the States accounting system, and other application systems used by the departments.

* Ensure compliance with Maine Revised Statutes, SAAM, GAAP, GASB, Federal Uniform Guidance, and other governmental regulations and compliance requirements

* Ability to interpret laws, rules and regulations

* Ability to identify and solve complex financial issues

* Ability to establish and maintain effective working relationships and a team environment

***Minimum qualifications:***

* A thorough knowledge of GAAP/GASB evidenced through formal education and/or practical work experience;

* A proven ability to work collaboratively with financial services staff and program managers in arriving at thoughtful, best practice solutions that support the attainment of organizational goals;

* An ability to be flexible and adjust to business needs while balancing multiple tasks and priorities;

* A proven ability to lead a team toward successful accomplishment of the missions of the organization;

* A solid ability to communicate effectively and efficiently to customer agencies, team members, management peers and executive managers.
