Classification Description Summary

Under general supervision, performs a variety of clerical and routine technical duties involved in assisting the Records Management Division of the City Clerk's Office in maintaining a reliable records management program; files, accesses, retrieves, transfers, prepares, images, and disposes of City records and documents including engineering and building plans and associated permits; and provides assistance to other departments regarding records creation, maintenance, and retention operations.

Essential Functions

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

File, retrieve, transfer, prepare, image, and dispose of City records; maintain confidentiality of records access and maintenance work performed.

File, store, and retrieve engineering, building, sewer, storm drain and planning files, plans, and permits; reproduce diagrams and maps to provide working copies.

Respond to requests from various departments to review records within the area of assignment; pull and deliver plans, records, or maps to appropriate personnel; pick-up and return records to appropriate files.

Prepare documents for imaging by removing staples, paper clips, and other items to make all records scanner-ready; operate scanner and personal computer; perform quality control and validate input.

Operate a variety of microfilm related equipment including jacket loaders, duplicator, and reader/printers; perform routine maintenance on equipment; identify malfunctions and report to supervisor.

Catalog, index, and store completed microfilm; maintain an index of all document films; retrieve records upon request; purge and destroy City records as directed; maintain security of records.

Assist in transferring records to and from an offsite storage facility.

Perform a variety of general clerical support functions; respond to phone calls and provide assistance to the general public; provide information, policies, and procedures governing the area to which assigned.

Perform related duties as required.

Minimum Qualifications

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of:

Methods and techniques of modern and traditional records management.

Principles and practices used to establish and maintain files and information retrieval systems.

Office procedures, methods, and equipment including computers and imaging scanners as well as applicable software applications.

Basic principles and practices of customer service.

Pertinent federal, state, and local codes, laws, and regulations governing the utilization, retention, preservation, and disposition of City records.

Ability to:

Perform clerical and routine technical work in support of the City's records management function involving the use of independent judgment and personal initiative.

Accurately maintain, file, retrieve, and destroy City records and documents including plans and maps.

Interpret and apply administrative and departmental policies and procedures.

Ensure records maintenance functions are in compliance with applicable retention policies and disposition rules and regulations.

Respond to questions and inquiries regarding records maintenance programs.

Perform a variety of general clerical support functions.

Operate and use office equipment including personal computers, scanners, microfilm jacket loaders, and reader/printers and supporting software applications.

Adapt to changing technologies and learn functionality of new equipment and systems.

Type or enter data at a speed necessary for successful job performance.

Understand and follow oral and written instructions.

Exercise good judgment and maintain confidentiality regarding critical and sensitive information, records, and reports.

Work in a team based environment to achieve common goals.

Coordinate multiple projects and complex tasks simultaneously.

Meet the physical requirements to safely and effectively perform the assigned duties.

Communicate clearly and concisely, both orally and in writing.

Establish and maintain effective working relationships with those contacted in the course of work.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training:

Equivalent to the completion of the twelfth grade.

Experience:

Two years of increasingly responsible general clerical support experience including some records management responsibilities.

License or Certificate:

Possession of an appropriate, valid driver's license.

Environment: Work is performed primarily in a standard office setting with some travel to different sites and locations.

Physical: Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to heavy amounts of weight; to climb ladders; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information.
