The City of Pasco is looking for all levels of Water Plant Operator certifications, but preference will be given to Water Plant Operator levels 3 and 4.

This position is opened until filled (first review May 19, 2024).

THE ROLE:

As a Water Plant Operator, you will play a critical role in operating, maintaining, and controlling various components of the City of Pasco's Water Treatment Plant. The City of Pasco has two Water plants that include a conventional filtration plant and a membrane filtration plant.

The ideal candidate for this role will have increasingly responsible experience in a plant operation with process control, the ability to maintain accurate records and logs, and experience performing preventative maintenance and repairs of plant systems. A background check and drug screen are required upon acceptance of a conditional offer.

The City of Pasco has created a Certified Operator Program with different levels of qualifications and experience for each certification level. Below, you can find the pay range for each certification level:

Water Plant Operator 4: $38.61 - $43.48/hour, plus benefits

Water Plant Operator 3: $37.11- $41.79/hour, plus benefits
Water Plant Operator 2: $35.67 - $40.17/hour, plus benefits
Water Plant Operator 1: $32.31 - $36.38/hour, plus benefits
Apprentice Water Plant Operator: $28.12 - $$31.67/hour, plus benefits
ESSENTIAL FUNCTIONS

Additional job functions may vary due to department or City needs/requirements. Assignments may include but are not limited to:

  • Monitor and control water treatment, storage and distribution facilities to provide the highest quality water to the City's residential, commercial and industrial consumers.
  • Operate Supervisory Control and Data Acquisition (SCADA) controlled equipment and processes monitoring instrumentation related to conventional and membrane filtration technologies.
  • Follow established guidelines and regulatory requirements to perform system changes; assuring proper treatment, quality and supply.
  • Collect various water samples for routine quality control and compliance requirements at established times.
  • Perform standardized quality control analyses and adjusts plant equipment to maintain established process parameters.
  • Perform routine maintenance work on various plant and system equipment and control devices.
  • Maintain a log of plant operations, test results, maintenance, work performed and unusual operating conditions.
  • Routinely climb stairs, ladders, walk and maneuver on slippery surfaces and carry wet, slippery objects.
  • Make periodic inspections of system facilities and prepares reports as required.
  • Operate City computers, communications equipment and cellular devices.
  • Evaluate and compile technical information, data and reports.
  • Use hand and power tools to make repairs and adjustments to system equipment.

OTHER JOB FUNTIONS:
  • Report the need for facility maintenance, materials, supplies, and equipment.
  • Receive chemicals and supply deliveries and ensure they are examined, recorded and stored properly.
  • Maintain treatment plants, equipment, and outlying stations in a clean and orderly condition.
  • Respond appropriately to customer inquiries, complaints, problems and/or emergencies relative to water treatment.
  • Provide information on plant operation to federal, state, and local agencies.
  • Assist contractors, regulators, and other City departments in support of plant operations, including public awareness and education events.
  • Perform other related duties as assigned.

POSITION QUALIFICATIONS

REQUIRED MINIMUM QUALIFICATIONS: (Any equivalent combination of education and experience, which provides the applicant with the knowledge, skills and abilities required to perform the job.):
  • High school diploma or G.E.D.
  • Valid Washington State driver license.
  • Valid First Aid/CPR certificate.
  • Qualifications for each level will be discussed in the interview process.
  • Preferred: WA State Water Plant Operator Level 3 or level 4 Certificate.

  • Basic life insurance paid for by the City and employee sponsored supplemental life insurance.
  • 12 days of vacation during the 1st year of employment and 12 days of sick leave which are available for use upon accrual.
  • 10 holidays, plus each employee receives 2 floating holidays each year.
  • Washington State Department of Retirement Systems (DRS), which offers a guaranteed monthly benefit once vesting criteria has been met.
  • In addition to DRS, employees may also contribute to a 457 Deferred Compensation Plan, that offers a pre-tax contribution of 3% from the City.

SUPPLEMENTAL INFORMATION

Duties are primarily performed in the water treatment plant and may require working in confined spaces.

PHYSICAL: Some heavy lifting up to 50 pounds, standing, walking, bending, and climbing.

HAZARDS: Exposure to dust, hazardous materials, chemicals, fumes and noise. Water Plant Operators are subject to working overtime and 24-hour per day call back for emergency situations.
