Salary $131,148.00 - $177,504.00 Annually Location City of Santa Cruz, CA Job Type Regular Full-Time Department Public Works Job Number 22-082 Closing 3/10/2022 5:00 PM Pacific Under general direction, the Transportation Manager performs a variety of professional duties in planning, coordinating and directing the City's transportation functions, and supporting the traffic maintenance and parking functions; conducts studies, develops plans and recommendations, and directs projects that provide safe and efficient movement of people and goods on City streets; and plans and directs the activities of the Traffic Engineering Division.

The Position Typical Duties *(Duties may include, but are not limited to, the following):*

* Conducts or directs complex transportation and parking engineering studies and research projects; develops and prepares short and long range transportation circulation plans in conjunction with other City departments, the Regional Transportation Commission and the State; develops and recommends solutions for transportation or parking related matters.

* Participates in the planning process for transportation and parking-related changes to the City's ordinances or general plan; reviews private and public developments and projects for compliance with standards and regulations, and to provide for adequacy and safety of multi-modal facilities.

* Plans and develops projects and work programs for the construction and improvement of transportation and parking systems.

* Prepares or supervises the preparation of engineering designs, drawings, plans, specifications, bids and estimates for construction.

* Directs the work of consultants performing transportation-related research, evaluation, planning, design, and construction.

* Serves as primary staff to the Transportation and Public Works Commission and may assist with the Downtown Commission; prepares agendas, reports and recommendations; makes presentations as necessary; completes staff work as assigned.

* Prepares, supervises or assists with the preparation of staff reports on transportation and parking related issues for the City Council; makes oral presentations at Council meetings as needed.

* Organizes and conducts public, neighborhood and business meetings to obtain input on transportation-related plans and proposals; responds to public inquiries and concerns related to transportation matters.

* Hires, trains, directs, and evaluates the traffic engineering staff. Prepares the annual budget proposals for the traffic engineering division; monitors and implements the adopted budget.

* Provides technical advice and guidance to planning and engineering staff, Public Works Director and City Manager on transportation matters.

* Appears in court as an expert witness on transportation matters.

* Performs other related duties that may be reasonably expected as part of this classification.

Minimum Qualifications The minimum qualifications for Education, Experience, Knowledge, Skills and Abilities are the following:

**Education and Experience:**

* Bachelor's degree from an accredited college or university in transportation engineering or civil engineering; and

* Four (4) years of increasingly responsible professional experience in transportation engineering and transportation planning, including at least one year of supervisory responsibility.

**Licenses and Certificates**

* Possession and continued maintenance of a valid California driver's license.

* Possession and continued maintenance of registration as a Civil or Traffic Engineer in the State of California.

**Knowledge:**

* The current principles, practices and techniques of transportation planning and engineering, and civil engineering.

* Federal and state laws, regulations, standards and guidelines relating to transportation engineering.

* Federal and state requirements relating to transportation grants.

* Multi-modal facilities and street design that incorporates complete streets principles.

* The principles, techniques and equipment used in the installation, maintenance and operation of traffic signal systems.

* Mathematics including geometry, trigonometry, calculus and methods of statistical analysis.

**Skills:**

* Writing skills to prepare clear and comprehensive reports on administrative and technical issues.

* Oral communication skills to present sensitive and technical information to individuals and groups.

* Analytical skills to conduct transportation engineering studies and development of appropriate recommendations for action.

* Organizational skills to coordinate and manage effectively all aspects of a multifunctional division.

* Intermediate computer literacy.

**Abilities:**

* Read, interpret and prepare engineering plans.

* Plan, organize, supervise and evaluate the work of others.

* Establish and maintain effective working relationships with City staff, public officials, outside agencies and the public.

* Interpret, apply and explain laws, regulations, standards, policies, procedures and guidelines.

* Develop and control operation and construction budgets.

**DESIRABLE QUALIFICATIONS**

* Completion of college-level coursework in transportation engineering.

* Experience in the design and operation of coordinated signal systems.
