SUMMARY

This is a responsible professional and administrative position assisting in managing and coordinating purchasing activities for the Village. This position is responsible for the general procurement of contractual services including design and construction services as well as defining requirements, negotiating, awarding, and monitoring contracts within the bid process.
ESSENTIAL JOB DUTIES

  • Responsible for all aspects of contract management, including contract certification. Develops and maintains a computerized contract system and comprehensive list of all assigned contractual agreements, notifies contract holder of forthcoming/past due obligation and document responses
  • Electronically updates or adds new procurement processes and related examples for the procurement SOP manual.
  • Reviews and revises contracts, work orders, project agreements and forms to ensure compliance with changing regulations.
  • Maintains records retention for Procurement documents and disposes of records by following state requirements for document destruction. Confirms proper forms are filled out and signed prior to destruction of documents.
  • Administers bid processes for the Village. Prepares legal advertising and bid packages, arranges pre bid openings, opens, tabulates and records bids and Analyzes bid quotations.
  • Prepares bid recommendations for presentation to Council.
  • Communicates with Departments and service providers to ensure contracted services comply with contract requirements.

MINIMUM QUALIFICATIONS

A bachelor's degree from an accredited college or university in Purchasing, Business Administration, Public Administration, or closely related field. A minimum of two (2) years progressively responsible experience in purchasing functions, preferably in a governmental environment is required. Certified Public Purchasing Officer (CPPO) Certified Purchasing Manager (CPM) or equivalent required.

Applicants who are currently enrolled in a Certified Purchasing Officer/manager or equivalent certification program may be considered.

Possession of a valid Florida Driver License.
KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of purchasing practices and procedures, laws, insurance requirements, Village policies and department procedures relating to contracted services and contract maintenance laws, Village policies and department procedures relating to the processing of bids and RFP's, spreadsheets, word processing and windows software.
  • Ability to determine purchasing needs and develop procedures to provide effective services, write bid specifications and analyze bid quotations, maintain contracts and detailed records and files, write reports and correspondence using legal terminology

PROBATION:
All positions serve a one (1) year probationary period

  • Insurance coverage becomes effective the 1st of the month following 60th day of employment
  • Group Life Insurance policy of $50,000 paid for by the Village for employees
HOLIDAYS:
We have 13 paid holidays per year. Police Holiday is paid or comp'd at ten (10) hours for holiday except birthday which is at 8 hours. Birthday is an additional paid holiday but must be requested approved by supervisor, and taken in the same week as the birthday occurs.

PERSONAL LEAVE TIME:
Accrues weekly from hire date at the rate depending on length of time in service. PLT may be used, paid, after six (6) months.
