* Duties listed are at the full performance level, GS-12:

* Keeps management informed of new or revised administrative policies, regulations, and procedures that affect the organization.

* Analyzes and advises on the implications of proposed management decisions and the administrative aspects involved in the acquisition, retention, motivation, development, and use of the workforce.

* Works with servicing Human Resources office representatives to identify and resolve workforce needs and problems.

* Provides coordination, direction and policy interpretation, and guidance regarding the preparation, revision, monitoring, and evaluation of organization budget estimates.

* Directs the monitoring and tracking of obligations and expenditures throughout the budget execution phase.

* Verifies that obligations and expenditures occur on a timely basis in accordance with the financial plan and regulatory controls, and are within amounts obligated.

* Plans, develops, and executes the administrative functions for the unit.

* Performs supervisory duties 20% or less of the time.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. For more information on the qualifications for this position, visit the Office of Personnel Management's General Schedule Qualification Standards.

Specialized Experience Requirement:

For the GS-11 Level: Applicants must have one year of specialized experience equivalent to at least the GS-09 level in the Federal service or equivalent private sector experience. Specialized Experience is defined as one or more of the following: Managed all administrative functions in an office setting; Advised management officials on administrative management functions and the effective utilization of financial, logistical, and workforce resources; Planned, organized, directed, and coordinated office activities; Analyzed and advised on the administrative implications of proposed management decisions; OR Reviewed and coordinated operating budgets.

Successfully completed 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a business management program of study.

* OR-

A combination of graduate level education (beyond 36 semester hours) and specialized experience that is directly related to this position that together meets the qualification requirements for this position.

For the GS-12 Level: Applicants must have one year of specialized experience equivalent to at least the GS-11 level in the Federal service or equivalent private sector experience. Specialized Experience is defined as one or more of the following: Oversaw a program that consisted of a variety of functions that included incoming/outgoing correspondence, records management, publications/forms management, administrative standard operating procedures, administrative internal controls, and organizational files management; Provided advice for management officials on a full range of administrative management functions and the effective utilization of financial, logistical, and workforce management; Planned and conducted complex analytical studies of organizational elements and works to identify problems and approve resource utilization, administrative support, and management effectiveness; OR Planned the work to be accomplished by the unit, assigning work to employees, and establishing production or quality standards for the unit's work.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

Positions filled will be full-time; or full-time seasonal with either 13 pay periods of guaranteed pay status and 13 pay periods of nonpay time or 18 pay periods of guaranteed pay status and 8 pay periods of nonpay time.
