Position Title: Manager, US Supply Chain Management

Team and Location: Supply Chain Management - Houston, TX

Position Summary:

The Manager, US Supply Chain Management (SCM) is responsible for all non-fuel Supply Chain Management (SCM) activities within the US Division, including both Retail and Commercial business lines. The Manager, US SCM will steward effective management of north of $200MM in non-fuel, third party spend per year, across several areas (e.g. services, materials, equipment, consumables, etc.).

This position will be the most senior supply chain representative within the US organization, and support the US leadership team, developing capability and promoting supply chain effectiveness. The role is expected to provide oversite and guidance on all sourcing and procurement projects executed within the US Division. Primary responsibility will be to optimize spend through value creation opportunities, ensure high quality procurement operations and safeguarding the organization through safe and reliable operations.

This role will be responsible for driving operational efficiency and effectiveness in supply chain through data-driven continuous improvement initiatives, supporting the development and implementation of procurement procedures and operational metrics. The Manager, US SCM will collaborate with other parts of SCM to assist with the implementation of sourcing initiatives and delivery of procurement operations, as well as other key functions across Parkland including but not limited to Operations, Health, Safety and Environment (HSE), Finance and Information Technology (IT).

Key Responsibilities:

People Leadership

  • Lead a team of supply chain professionals to support, strategic contracting activities, transactional procurement and materials management for the Division.
  • Recruit and develop new team members.
  • Coach and mentor direct and indirect team members to ensure capability development.
  • Participate in the SCM leadership team.


SCM Delivery

  • Actively participate in both strategic and operational planning activities to capture and articulate sourcing and procurement plans (e.g Strategic Planning Process, Annual Contracting Plans etc.)
  • Drive the SCM priorities and execution plans in collaboration with business teams, in accordance with the Company's overall business strategy, securing buy-in from senior leadership (Directors and VPs) and other key stakeholders across the US Division.
  • Lead sourcing events (e.g. RFI, RFP etc.) from concept through to delivery, including collaborating with other team members to draft, negotiate and execute contractual documentation.
  • Represent the US Division in major, enterprise-wide programs (e.g. business transformations, IT programs etc.)
  • Design, document, implement and ensure the execution of standards, controls, policies, compliance (Third Party Risk Management) procedures and performance metrics to effectively and efficiently manage the acquisition of materials and reporting on third-party spend across the company.


Control and Monitor

  • Implement best practices and continuous improvement (e.g. better ways to buy) in procurement and supplier management to support commercial and operational objectives.
  • Drive improvement in effectiveness and efficiency of transactional procurement and materials management processes, including necessary systems and controls, to ensure seamless operation of source to pay processes, materials management and potentially warehouse operations across the US organization.
  • Actively monitor value delivery and risk mitigation across the US and wider Parkland supply chain through industry standard methods (e.g. Supplier Performance Management).


Qualifications and Skills:

  • 10+ years of experience in contracting, procurement and supply chain management, or equivalent combination of education and experience in a senior or lead contracting/negotiating capacity in similar industry.
  • A University Bachelor's Degree in Business Management, Commerce, Law and/or Economics; and/or equivalent combination of education and experience.
  • Experience in setting direction for the implementation and management of sourcing and Category Management strategies across a diverse portfolio of procurement activities.
  • Experience in developing related policies, management system documentation, processes improvements, standards, and work instructions.
  • Experience in negotiation, contract formation, contract administration, sourcing (RFx) conflict management and Supplier risk and relationship management.
  • Highly collaborative and proven ability to work cross regions and functions to build trusted relationships with leaders across all business units and regions to achieve results.
  • Demonstrated ability to execute complex negotiations, formation and contract management.
  • Proven project / program management, planning and organizational skills.
  • Strong communication skills (written and verbal).
  • Strong interdisciplinary, intercultural, influence, and networking skills.
  • Experience with spend analytics tools and/or e-procurement tools such as Ariba, iValua and other ERP systems such as SAP.
  • Experience in the application of Continuous Improvement principles would be considered an asset (e.g. lean / six sigma).
  • Positive, "can-do" attitude and customer focused approach that will enable you to deal with challenging situations with integrity, empathy and passion.
  • Fluency in English is required; Spanish would be considered an asset.
