Job Details

The Philadelphia Housing Authority, America's fourth largest public housing authority and leader in real estate development and property management is seeking a Senior Business Systems Analyst.

Reporting to the Vice President of Information Technology Management, the Senior Business Systems Analyst acquires and translates operational requirements for purposes of the design and implementation of complex PHA information technology systems.


The Senior Business Systems Analyst provides business analysis and communications expertise related to developing software modifications and for the analysis of PHA operational functions by examining user requirements for the design, development, quality control, and project documentation of software application development projects.


Salary Range: $74,200 - $94,600 annually.


Essential Functions

  • Acts as an internal consultant within technology and business groups by using qualitative tools and process definition/improvement to re-engineer technical procedures aimed at increased operational efficiencies
  • Interviews users, compiles and documents business requirements, coordinates with software developers, and tests new applications
  • Meets regularly with operations staff to discuss and resolve application development and technical issues and coordinates testing of technical updates for specialized applications
  • Works with programmers to evaluate and improve system functionality
  • Develops project documentation, including operations manuals, procedures, and policies
  • Analyzes systems to define functional requirements, systems integration and data requirements
  • Assists with application integration, acceptance testing, post-implementation support, and communications with users
  • Performs other duties as assigned


Required Education and Experience

Bachelor s Degree in Computer Science, Information Systems, or a closely related field; AND at least 5 years of directly related experience. An equivalent combination of education and experience may be considered.


Required Knowledge

  • Principles of design, modification, and integration of enterprise application software.
  • Tools and techniques for business process analysis, and project management.
  • Principles of network operating domains, relational databases, and software applications.
  • Network computer system environments and device capabilities
