JOB SUMMARY

The position involves semi-professional work involving county code enforcement and shelter sanitization and operations; specifically involving animal control and welfare. Work involves applying technical knowledge for assisting with the conducting of shelter sanitization and operations, and the ability to interpret and enforce the county animal control order and state statutes. Employees in this position regularly exercise judgment in a broad range of duties, under supervision. Work is assigned by the division manager and other supervisory personnel; with instructions and assistance given on unusual or complex problems such as review of ordinances, disease control and animal welfare.

ESSENTIAL JOB FUNCTIONS

* Investigates complaints of animal control ordinance violations and animal welfare concerns.

* Patrols unincorporated Jefferson County to ensure compliance with county ordinances.

* Issues citations for violations of county ordinances and impounds animals found in violation of ordinances.

* Presents courtroom testimony regarding alleged violations of county and state animal control and animal welfare laws, when applicable.

* Interpret investigative findings with regard to applicable ordinances.

* Assists with performance of county shelter maintenance procedures in accordance with the Animal Care Facilities Act, involving feeding, watering, sanitization, and other animal welfare related duties.

* Performs impounded animal intake procedures and impounded animal welfare examinations.

* Assists in performance of animal shelter grounds maintenance as assigned.

* Assists division administrative staff with customer service and data entry as requested.

* Assists, as directed, with training of new employees.

* Performs search, rescue and recovery operations for animals trapped, entangled, caught, or otherwise unable to extricate themselves from dangerous situations.

* Assists medically trained staff members with providing medications to animals that are sick or injured, as directed.

* Provides daily exercise periods and animal socialization sessions and enrichment sessions as prescribed by the Animal Care Facilities Act,

* Processes specimens for rabies testing via the Health Department.

* Prepares investigative reports based upon information obtained during investigations; submits reports to superior.

* Takes witness statements; interviews witnesses and suspects; performs background investigations or other investigations to ensure compliance with County rules and regulations.

* Investigates complaints of animal neglect, abuse and cruelty cases.

* When qualified, conducts inspections of animal rescue group foster homes, licensed breeder facilities and commercial boarding facilities.

* When qualified, conducts detailed crime scene analysis and evidence collection at animal neglect, abuse and cruelty scenes, and other cases as assigned; performs crime scene photography and videography.

* Performs work at assigned location during specified business hours.

* Performs related additional duties as required and assigned.

Position Animal Control Officer Position Requirements

QUALIFICATIONS

Education and Experience:

* High School Diploma or equivalent;

* One (1) year of related experience;

* Or equivalent combination of education and experience.

Licenses or Certifications:

* Valid Missouri Driver's License;

* Certification by a state professional animal care and control organization such as the Missouri Animal Control Association or the National Animal Control Association or equivalent organization as an Animal Control Officer, within one (1) year of employment;

Special Requirements:

* Must be able to control, lift and carry large animals;

* Must be able to work weekends, holidays and after-hours on a rotational basis.

Knowledge, Skills and Abilities:

* Knowledge of county ordinances pertaining to animal control and animal welfare; the criminal justice system; and basic computer operations.

* Skill in the operation and care of assigned equipment.

* Ability to recognize environmental and public safety hazards; and prepare clear, concise reports with supervision.

* Ability to enforce ordinances and division policies in a professional manner; assist in making technical inspections and be able to arrive at independent decisions on the basis of these inspections, with some supervision.

PHYSICAL DEMANDS

The work is medium and requires exerting up to 50 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. The work also requires mental and visual acuity, speaking, balancing, climbing, crawling, crouching, feeling; picking, pinching, typing, or otherwise working primarily with fingers rather than with the whole hand; grasping; picking, holding or otherwise working with the whole hand; hearing, kneeling, pulling, pushing, reaching, repetitive motion, standing, stooping, talking, and walking.

WORK ENVIRONMENT

The work is performed in all buildings and animal housing areas of the Animal Resource Center, in County vehicles and in various field situations in unincorporated Jefferson County. The work may be performed in extreme noise, weather, and temperature ranges. Work involves interaction with other employees and the general public. Individuals in this position will be exposed to a wide variety of personalities and attitudes; zoonotic diseases; and potential for injury from animals and humans.

There are currently two shifts available. One shift is rotating Monday through Friday one week, and Tuesday through Saturday the next week working 8:00am-4:30pm each day. The second shift is Sunday through Thursday 6:00pm-2:30am.

Applicants must live in Jefferson County or be willing to relocate.
