Job Summary
Under general direction of the Tulsa County Parks Director, plans, coordinates and supervises the Tulsa County Park recreation department by performing the following duties.
Job Description

All candidates conditionally offered transfer, promotion or initial hiring into a DOT/safety-sensitive position shall submit to testing for drugs and alcohol and test negative before performing any job functions that are safety-sensitive or require a CDL. ESSENTIAL JOB FUNCTIONS

  • Serve and actively participate as a member of the Parks Administration Team by reporting on recreation department specific items that impact the Parks system.
  • Develop programs and events that can be implemented with available resources that align with the Tulsa County Parks Strategic Plan.
  • Oversee staff within the recreation department; assign appropriate staff to fulfill duties, evaluate employee work performance for direct and indirect staff, and execute personnel policies in accordance with established procedures.
  • Manage the Recreation Department budget and coordinate with the Parks Business Manager on accounting procedures and processes.
  • Direct, oversee and schedule recreation centers, athletic fields and aquatic amenities to maximize internal and/or external usage.
  • Communicate and coordinate with the Parks Communication Manager on programs and events.
  • Communicate and coordinate with the Parks Operation Superintendent on programs and events.
  • Investigate and resolve requests, suggestions and complaints regarding recreational services or facilities.
  • Be familiar with appropriate recreation policies and procedures.
  • Perform other duties as assigned.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

Skill in:
  • Supervising others.
  • Developing and implementing recreational programs, activities and events.
  • Record keeping and in preparing reports.
  • Operating a personal computer and Microsoft Office Suite.
  • Knowledge of:
  • Principles of public recreation administration.
  • Facilities and equipment needed to operate a recreation program and a wide variety of recreational activities.
  • Departmental policies and procedures.
Ability to:
  • Deal tactfully with others.
  • Plan, organize and direct the work of others.
  • Organize and present facts and opinions clearly and concisely.
  • Coordinate effective cooperation of community groups.
  • Read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations; write routine reports, business correspondence, and procedure manuals.
  • Speak effectively, present information and respond to questions from groups of managers, clients, customers, public groups, park boards and the general public.
  • Define problems, collect data, establish facts, and draw valid conclusions.
  • Interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.


SUPERVISORY RESPONSIBILITIES
Manages five subordinate supervisors who supervise a total of up to 20 full time and part-time employees in the recreation department. Is responsible for the overall direction, coordination, and evaluation of these units. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities may include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

EDUCATION AND/OR EXPERIENCE
Education equivalent to a BA or BS from an accredited college or university, preferably in Recreation, Physical Education, or a related field. Seven years of satisfactory, full-time paid employment, preferably in recreational services or closely related work, including five years of supervisory experience.

CERTIFICATES, LICENSES, REGISTRATIONS
Valid Oklahoma Driver's License
First Aid and CPR within six months of employment, preferred
Successful completion of Tulsa County Defensive Driving Course within 3 months of employment.
