The Philadelphia Housing Authority, America's fourth largest public housing authority and leader in real estate development and property management, is seeking a Facilities Engineer I.


The Facilities Engineer 1 position supports PHA's Scattered Sites Repositioning Project which is federally funded. This position is dependent upon this source of funding and may end when/if this funding is exhausted.


Salary Range: $46,500 - $55,800 annually.


Under basic supervision of the Project Manager, assists project engineers, foremen, and superintendents with a variety of engineering, construction, and maintenance projects to ensure the Philadelphia Housing Authority ( PHA ) is receiving the greatest return on investment in quality, durability, efficiency, accessibility, and value. Manages material inventories, material ordering, service order analysis, scheduling, and time entry. Provides technical assistance with other engineering, construction, and maintenance issues. Other duties and responsibilities include:

  • Assists with Capital Needs Assessments, including maintenance plans, site inspections, funding schedules, and design review.
  • Purchases specialized construction materials, supplies, equipment, and technical services at the best cost, in a timely manner, and in compliance with state and federal rules and regulations and PHA standards.
  • Reviews procurement contracts, and reviews and processes invoices and payments.
  • Assists with project management; identifies problems and technical issues, and recommends solutions; tracks service orders, and recommends purchasing and contractor solutions.
  • Schedules and coordinates inspections; generates service orders and allocates resource for preventive maintenance inspections.
  • Assists with the inspection of project work sites; verifies project activities are in compliance with project specifications and standards.
  • Provides a variety of technical assistance for engineering and construction projects.
  • Maintains project files, documents and records; prepares reports on project activities; develops technical estimates of a specialized nature in connection with engineering projects.
  • Stays abreast of trends and innovations in product and service quality assurance and quality control.
  • Maintains absolute confidentiality of work-related issues and PHA information.
  • Performs related duties and responsibilities as assigned.


Requirements:

Bachelor s degree in engineering, architecture, or a related field; OR an equivalent combination of education and experience may be considered.


A valid Class C driver's license is required.
