Job Purpose:

Plans, organizes, and implement centralized purchasing for the Town and directs the operation and staff of the Purchasing office. Manage the procurement of a wide range of materials, supplies, equipment, and services for all Town departments. Works within the Procurement Guidelines as established in the Town Charter and Code as well as the Purchasing Policies and Procedures Manual.

Essential Job Functions:

  • Prioritizes workload of self and staff in accordance with standard office procedures. Trains and supervises staff.
  • Develops programs and schedules to be followed in the development of standards, specifications, contracts, procurement procedures, inspections, quality control, administrative detail, inventory, and warehousing.
  • Plans central purchasing operation to meet supplies, equipment, and material needs of Town departments within approved budget limits.
  • Participates in or may prepare bid specifications and bid documents for materials, supplies and services required by departments of the Town.
  • Organizes procedures to receive and process department purchase requests.
  • Reviews specifications for suitability, completeness, and consistency.
  • Oversees the preparation of bid proposals and approves recommended awards in conformance with established standards.
  • Provides technical training to assist in the planning and scheduling of procurement activities. Assesses departmental needs, recommends and implements improvements to service levels.
  • Participates or conducts pre-bid, pre-award and pre-construction meetings as necessary.
  • Prepares and analyzes bid tabulations. Evaluates proposals to determine bid compliance with specifications and to determine lowest responsible bidder.
  • Coordinates with department heads short- and long-range purchasing needs.
  • Advises department heads on market trends and new technology.
  • Analyzes and advises on availability and quality of goods, equipment, and services.
  • Negotiates contracts with vendors for purchase of commodities and services.
  • Coordinates receipt and acceptance of purchases.
  • Recommends unit budget.
  • Prepares narrative and statistical information for the Director of Financial Services upon request.
  • Maintains custody and care of all contracts for goods and contractual services

Additional Job Responsibilities:
  • Coordinates purchasing activities with other agencies to effect economies of group buying.
  • Analyzes sales information, conducts surveys, and examines equipment and materials.
  • Organizes, maintains, and upgrades automated and manual files systems for purchasing information.

Knowledge, Skills, and Abilities:
  • Ability to prepare and negotiate detailed specification of materials, supplies, and equipment.
  • Ability to perform related mathematical computations.
  • Ability to perform supervisory duties.
  • Proficient in the use of data base management programs, spread sheets, and word processing programs.
  • Ability to perform purchasing practices, procedures and legal requirements of government purchasing.
  • Ability to interpret and apply established policy related to purchasing and property control activities.
  • Ability to prepare clear and concise RFP or RFQ specifications.
  • Ability to prepare materials and complete bidding and purchasing processes in a timely manner.
  • Ability to establish and maintain effective working relationships with superiors, associates, government and educational agents, vendors and supervised employees.
  • Must be familiar with State and Federal procurement grant requirements such as CHRO requirements for State funded projects; DAS PreQual for school construction projects or Davis Bacon.

Work Environment:

Work environment involves everyday risks or discomforts which require normal safety precautions. Use of safe work practices with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signals are minimally required. Able to push/pull/lift objects weighing up to 20 pounds. Must be mobile and able to perform moderately difficult manipulative skills. Able to sit and stand for prolonged periods of time and reach with hands and arms. Able to perform tasks with eye-hand coordination. Able to see objects closely as in reading and preparing documents. Able to hear normal sounds with some background noise and to communicate orally in the English language with other Town employees and the public face to face, one to one setting, or using a telephone. Able to concentrate on fine details with some interruption. Needs to attend to task/function for more than 45 minutes at a time. Able to understand and relate to specific ideas, generally several at a time and to understand and relate to the theories behind several related concepts. Able to remember multiple tasks/assignments given to self and others over a long period of time. May be exposed to dust, hazardous materials as chemicals, electro-magnetic radiation as in computer screens. Work is performed primarily in a business office environment; however, site visits and inspections may include limited or confined work spaces, and exposure to potential hazards such as dust, asbestos and lead. Occasionally exposed to outdoor environment.

Minimum Qualifications:

Bachelor's degree from an accredited college or university in Business Administration or some closely related field plus seven (7) years of increasingly responsible purchasing experience in public or private purchasing, at least one (1) of which must be in a supervisory capacity, or a combination of education and professional purchasing experience deemed equivalent by the Director of Human Resources. Thorough knowledge of centralized purchasing practice and procedures.

Driving record in accordance with Town of West Hartford Safe Driving policy.

License or Certificate:

Certified Purchasing Manager (CPM) or Public Purchasing Buyer Certification (CPPB) or an equivalent public purchasing certificate must be obtained prior to starting or within the probationary period.

Method of Selection

Applicants must obtain a passing score of 70% on the Oral Board Examination (panel interview) to be placed on the Eligible List for this position.

An individual appointed to the position must satisfactorily complete a one (1) year probationary period.
