Description: The Director of Procurement directs, leads, and oversees Contract Administration, Procurement, and Material Management in the acquisition of materials, products, and services for the agency while meeting strategic goals.
Established in 1976 through a joint powers agreement, OmniTrans carries approximately 11 million passengers each year throughout its 480-square mile service area, covering 15 cities and portions of the unincorporated areas of San Bernadino County. Major destinations within the OmniTrans service area include transportation centers, medical centers, education facilities, shopping malls, business parks, and community centers.

Salary Range: $120,000-$180,000

Why Omnitrans: The San Bernardino Valley owes its existence to the convergence of several mountain ranges that feed into the Santa Ana River basin. This basin ultimately channels water to the Pacific Ocean via Riverside and Orange County. The valley connects several open space natural areas, mountains, and valley vistas. Many people travel through the valley for a variety of outdoor mountain sports, including skiing, hiking, biking and ballooning - in the mountain resorts of Crestline, Lake Arrowhead, and Big Bear.

The San Bernardino Valley will experience growing traffic congestion and one million more people by 2030. Omnitrans is improving mobility in the Valley through local and express bus service, with an enhanced, state-of-the-art bus rapid transit system. The West Valley Connector Corridor is the next segment of this system providing connections to major job, recreation, education centers.
Omnitrans provides mobility services to over 1.5 million residents within the service area on 26 local and express bus routes, 268 alternatively fueled buses, and demand response vehicles.

Duties & Responsibilities:

  • Directs and oversees contract administration, procurement activities, and materials management for the Agency.
  • Demonstrates and models effective leadership through communication, integrity, accountability, mentoring and coaching department staff including hiring and training of employees; appraising performance' rewarding and disciplining employees.
  • Ensures compliance with federal, state, and local rules, regulations and policies including the Federal Transit Administration (FTA) guidelines.
  • Directs and evaluates all major contract administration activities with Procurement staff and other departments. Reviews, interprets, and revises procurement policies and procedures.
  • Represents OmniTrans at meetings and events with internal and external representatives, including governmental agencies, professional and business organizations.
  • Ensures alignment on acquisition strategies with internal clients.
  • Ensures that staff appropriately manages the acquisition lifecycle, including performance against contracts.
  • Oversees material management, inventory control, ordering, receiving, and storing and issuing of parts, supplies and equipment.
  • Administers the Agency's Disadvantaged Business Enterprise (DBE) program. Establishes milestones and schedules for completing DBE goal setting, methodology, and FTA quarterly utilization reports.
  • Develops strategies to resolve potential problems on major contracts. Negotiates resolution of complex commercial/contractual concerns and completion and termination processes. Analyzes claims or complaints occurring in performance of contracts.
  • Directs the preparation and administration of the division budget for areas of responsibility.
  • Monitors and enforces Federal and State Prevailing Wage requirements for construction and maintenance contracts.
  • Conducts internal audit of department procurement activities to verify conformance with policies and procedures; confirms compliance in preparation for external audits and reviews by funding agencies.

Requirements:

  • Bachelor's degree from an accredited four-year college or university and a minimum of seven (7) years of relevant experience; or any equivalent combination of education and experience.
  • Public transit experience is preferred.
