Project Coordinator - Construction Engineering and Inspection

STRATA provides clients with geotechnical engineering, construction inspection, and material testing (CMT) services throughout the intermountain west. Currently, STRATA has a Project Coordinatorposition focused in providing support with the Construction Engineering and Inspection (CE&I) team. This in-person position is ideally located in/near our Idaho Falls, Idaho office; however, STRATA also has offices located in Twin Falls, Pocatello, Boise, and Hayden, Idaho as well as Spokane Washington.

Position Description

The Project Coordinator provides support to the CE&I team by assisting in the administration of federal-aid and State of Idaho funded transportation construction projects. The position also includes:

  • Ensure compliant project documentation and commitments with clients are met professionally and timely.
  • Assist in supporting business development activities by coordinating and developing proposal [Direct select, Request for Information (RFI), and Request for Proposal (RFP)] submissions for transportation-related/CE&I projects.
  • Work with others in developing administrative-type processes, procedures, and policies to sustain, scale, and advance the growth of the CE&I Department.
  • Ensure required project documentation (reports, material certifications, quantity documentation, testing requirement documentation, change orders, schedule tracking, meeting minutes, and other deliverables) are provided accurately and professionally.
  • Assure responses to CE&I team are accurate and timely. Respond directly to clients when requested.
  • Understand internal and external administrative systems and software in order to organize the operations and procedures.
  • As directed by Project Managers, perform accurate and timely project set up, tracking of projects, and assist with monthly invoicing according to prescribed procedures from Accounting.
  • Verify contractor's compliance with applicable federal and state laws and regulations.
  • Become proficient with ITD and LHTAC software, forms, and manuals that are required by the federal-aid and state funding processes.
  • Maintain a current log for specific project's materials summary certifications and QC/QA data entry to be used for project closeout or to assist in project closeout meetings or activities.
  • Work with the ITD District Records Inspector (DRI) to perform the financial closeout of construction projects.
  • Prepare reports for the CE&I team as needed.
  • Track the CE&I budget.
  • Assist in business development activities for CE&I and other project types. Support the marketing material production by providing project information as necessary to develop project abstracts.
  • Attend pre-construction meetings and weekly construction progress meetings. Compose meeting minutes and distribute the minutes to meeting attendees.

Position Qualifications and Requirements

  • Ability to proficiently use computer and Microsoft Office (Word, Excel, Outlook, Teams, PowerPoint, etc.) and be willing to learn and become proficient with AASHTOware, Project Wise, and Mobile Inspector systems.
  • Ability to meet agreed-upon deadlines.
  • Ability to engage with employees, clients, peers, supervisors, contractors, and subordinates calmly and professionally utilizing instructions, procedures, project plans, and specifications.
  • Ability to scale and develop processes to maintain controls, train new CE&I employees, and assist to ensure CE&I financial targets are met.
  • Ability to draft reports, review reports, edit reports accurately and professionally.

  • Requires a valid driver's license and an acceptable driving record.
  • Must be able to pass pre-employment, random, and post-accident drug and alcohol screens.
  • Knowledge and working familiarity including successful holding of the following certifications (or within one year of assuming position): WAQTC or ACI concrete; aggregate testing technician; in-place density testing technician; embankment and base testing technician, and asphalt testing technician.
  • High School diploma or equivalent (G.E.D.).
  • 5+ years of previous project coordination and/or administrative experience; ideally in a construction or engineering environment.
  • Intermediate / previous knowledge of grant or contract administration of civil construction and material sampling and testing projects.
  • Intermediate / previous knowledge of civil construction and material sampling and testing projects.
  • Acquire / hold current ITD Inspector Qualification Program certifications for Concrete & Structures (C.&S.), Contract Administration (C.A.), Earthwork & Base (E&C)., Surface Treatment and Plant Mix Pavement (S.T.&P.P.), and Traffic Construction Inspection (T.C.).
