Qualifying Requirements

Your City of Pittsburgh application will be reviewed and your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position. You will be sent an eligibility letter regarding your eligible/ineligible status.

  • WORK EXPERIENCE: The application must clearly show three (3) years of full-time experience in park operations and maintenance. One (1) year of this experience must be in a supervisory capacity. (Less than full-time experience will be calculated on a pro-rated basis.)

  • EDUCATION/TRAINING: The application must clearly show an Associate's Degree in Park Management, Recreation Management, Natural Resource Management, Forestry or a closely related field.

  • EQUIVALENCY: Education/training and/or work experience may be substituted on a year for year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position (based on the sum of work experience and education/training listed above). The Total Qualifying Requirement is five (5) years. (See NOTE under the General Application Requirements Section above regarding the verification of education/training).

  • Assists in the management, maintenance and coordination of parks, natural areas, playgrounds, pools, fields, courts, buildings, shelters, roads, tracks and other recreational facilities in an assigned geographic/named division.
  • Assists in the management, planning and implementation of various maintenance programs (e.g., pot hole patching, park maintenance, trees, snow and ice control, storm water management, walls and steps).
  • Supervises assigned personnel; evaluates work; recommends and implements approved disciplinary and/or corrective action; provides training and/or technical assistance as requested or required.
  • Implements changes and/or modifications made by upper level management regarding approved operational and managerial changes within assigned geographic/named division.
  • Oversees the inspection of new and renovated park facilities, trees and landscape maintenance, open space, the work of contractors, and equipment within assigned geographic/named division.
  • Manages and implements Best Management Practices (BMP's) related to sustainability programs (i.e. stormwater, energy, fueling, equipment, etc.), park maintenance and construction projects.
  • Recommends, implements and monitors approved Operating and Capital budgets for assigned geographic/named division.
  • Participates in the contract reviews relative to the purchase of commodities/equipment and/or securing services/repairs/rentals used in maintenance and construction operations and projects.
  • Maintains records and data pertaining to resources (e.g., personnel, materials, equipment, etc.) through the Asset Management System (Cartegraph a.k.a. Foreman System) in assigned geographic/named division.
  • Acts as liaison (e.g., processing complaints, special projects, volunteer projects, community meetings, etc.) with other City Departments and outside organizations.
  • Oversees the safe application of pesticides and other chemical usage; develops, implements and monitors approved procedures to ensure compliance with all safety precautions and procedures.
  • Supervises, manages and performs work in the conservation and use of resources in parks and other areas managed by the parks division.
  • Responsible for park permits, performing safety inspections, providing information to park visitors and/or general public.
  • Assists in coordinating and supervising divisional activities (e.g., work orders, stage requests, etc.), before, during and/or after events identified via the Special Event Application/Permit (e.g., Marathon, Vintage Grand Prix, etc.) in assigned geographic/named division.
  • Maintains park facilities to a maximum efficiency in accordance with Task and Frequency Schedules, and Standards and Procedures for Park Maintenance Facilities.
  • Prepares and prioritizes an annual plan for Park maintenance and operations.
  • Performs level of enforcement (e.g., written citations, etc.) to ensure that Park rules, regulations and policies are followed.
  • Represents Superintendent and/or Director at meetings, conferences, etc. as assigned.
  • Maintains records and prepares accurate reports (e.g., work schedules, vandalism and police records, job cost estimates, budget information, etc.) and correspondence as requested or required.
  • Plans, develops, directs, coordinates, organizes and controls the materials, equipment and personnel under jurisdiction toward the effective, efficient and economical attainment of program goals, including maximum convenience to the public and safety of employees.
  • Manages area of responsibility in strict accordance with applicable laws, regulations and established policy including union agreements to ensure fair and standardized treatment of employees.
  • Performs activities and functions of related lower-level personnel as assigned or required.
  • Performs such other related tasks and duties that are assigned or required.
