JOB SUMMARY

CIVILIAN DISPATCHER

Civilian Dispatchers are required to work holidays and weekends, as well as evenings, night, and early morning shifts. Dispatchers will work 12.5-hour shifts plus one 10-hour payback schedule once a month. Shift rotation occurs every three (3) months (day shift to night shift or vice versa), based on seniority.

THE POSITIONUnder general supervision from the Civilian Dispatch Supervisor, the Civilian Dispatcher will have the ability to receive and transmit routine and emergency telephone and voice radio messages and to dispatch required law enforcement personnel and equipment.

ESSENTIAL FUNCTIONS

RESPONSIBILITIES/DUTIES
The incumbent will be responsible for various tasks including but not limited to:

  • Receive incoming emergency and police business telephone and voice radio calls;
  • Compile data and maintain records of emergency recorded, equipment and personnel dispatched;
  • Send and receive information using a computer data terminal; Keep radio contact with units on assignments;
  • May type a variety of information relating to law enforcement activities as permitted;
  • May perform clerical tasks such as filing, record-keeping, typing, computer entry and compilation of data.
KNOWLEDGE, SKILLS & ABILITIES
  • Employee may be requested to attend training course during course of employment.
  • Working knowledge of modern practices and techniques of law enforcement, patrol, investigation, public relations and report writing.
  • Knowledge of Vehicle and Penal Codes, laws of arrest, rules of evidence, and court procedures.
  • Ability to communicate clearly and concisely, both orally and in writing.
  • Ability to think clearly and act quickly in emergency situations.
  • Ability to make accurate and factual observations, draw logical conclusions and make proper recommendations.
  • Deal constructively with conflict and develop effective resolutions.

MINIMUM QUALIFICATIONS

EDUCATION, TRAINING, AND EXPERIENCE GUIDELINES
  • One year of experience involving public contact, preferably requiring the use of radio communications equipment.
  • Education equivalent to graduation of high school.
  • Typing proficiency at 35 net wpm.
  • Possession of a POST Public Safety Dispatcher Certificate is highly desirable.

TYPING CERTIFICATE REQUIREMENTS:

Typing Certificates must be a 5-minute timed typing certificate noting a net typing speed (after errors) of 35 wpm or more. This certificate must be dated within one (1) year of the application date and issued by an accredited school, agency, facility, or institution. ONLINE TYPING TESTS WILL NOT BE ACCEPTED. Emailed test results from typing test websites will not be accepted. Certificates must contain the following:
  • Name of official emblem of the entity that administered the exam.
  • Name of applicant.
  • Number of corrected (net) words per minute typed during a 5-minute timed test.
  • Date of certificate - cannot be more than one (1) year as of the date of application submission.
  • Signature and title of person verifying the typing test.
  • Address and telephone number of the entity administering the exam.

Adult schools, community colleges, and temporary employment service agencies provide typing certificates for a fee. The City does not reimburse for costs associated with obtaining a typing certificate. It is the applicant's responsibility to find a location that offers acceptable typing tests/certificates.

SELECTION PROCESS:
WRITTEN EXAM: (PASS/FAIL)

The City of Baldwin Park will accept scores from other agencies dated within one year (365 days) from the date the application is submitted. The passing T-Score for the City of Baldwin Park is set at 45. Candidates who have taken the POST Entry-Level Dispatcher Selection Test Battery examination at another agency and have received a T-Score of 45 or higher within one year (365 days) from the date application is submitted, may attach a copy of their test score results on agency letterhead, for consideration. Applicants who possess a POST Public Safety Dispatcher Certificate may be waived from the examination. All scores and certificates are subject to verification.

POST regulations prohibit examinees from taking this exam more than one time in any 30-day calendar period from any exam site in the State of California. Be advised that if you make multiple attempts to take this exam within a 30-day calendar period, POST will invalidate your exam.

ORAL BOARD INTERVIEW: (Weighted 100%)
Candidates who successfully pass the written test will be invited to a panel interview. Dates will be determined in the future for the panel interview. Applicants who successfully pass the interview will be placed on the employment eligibility list.

Candidates will be required to successfully complete a pre-employment physical and will be required to pass a thorough background investigation, polygraph examination, and psychological evaluation, as part of the recruitment and selection process. Candidates who do not pass any portion of the above processes, will be disqualified and removed from the eligibility list.

DEFERRED COMPENSATION

HOLIDAYS
  • 4/10 schedule will receive two (2) ten (10) hour days of floating leave, for a total of 110 hours
  • 3/12 schedule will receive one (1) twelve (12) hour day of floating leave, for a total of 120 hours
  • 5/40 schedule will receive three (3) eight (8) hour days of floating leave, for a total of 104 hours
*In lieu of MLK Day, each EE shall receive one (1) ten (10) hour day of floating leave, regardless of whether the EE is on the 4/10 schedule, the 3/12 schedule or the 5/40 schedule, each fiscal year

HOLIDAY BANK
  • Employee may accumulate up to a max of one hundred (100) hours
  • Payout of unused hours in excess of 100 will be removed from the employee's holiday bank hours accrual on January 1 and paid in their straight time hourly rate no later than June 30
SICK LEAVE & INCENTIVE PROGRAM
  • Accrue 3.693 hours for each pay period
  • The maximum accrual 300 hours, 600 hours or 900 hours
  • Excess hours will be removed from the EE sick leave hours accrual, calculated at their straight time hourly rate, paid at no less or no more than 50% of the total value paid in December
VACATION
  • 1-5 years, 3.6923 PP (accrual =96 hours, max 192)
  • 5-10 years, 4.6153 PP (accrual=120 hours, max 240)
  • 10-15 years, 5.5384 PP (accrual =144 hours, max 288)
  • 15-20 years, 6.4615 PP (accrual= 168 hours, max 336)
  • 20 years, 7.3846 PP (accrual =192 hours, max 384)
COMPENSATORY TIME
  • Cap of one hundred and fifty (150) hours placed on compensatory time off
  • EE bank shall be reduced to seventy five (75) hours or less on or before December 31st
BILINGUAL PAY
  • $150.00 per month for Spanish, Chinese, Japanese, Vietnamese, Tagalog, and Sign Language
SPECIALTY ASSIGNMENT
  • EE to train other EE will receive training pay at $150/ mo not to exceed four (4) months
  • Compensating January 1, 2015, a trainer who has been employed ten (10) years or more, will receive $200/ mo not exceed four (4) months
  • The Chief may authorize an additional two (2) months of training
  • The following positions are eligible for pay; Dispatch Trainer, Records Trainer, Parking Enforcement Trainer
  • Jail Searches: $150/mo
  • Detective Bureau Secretary: $150/mo
EDUCATION/ POST CERTIFICATE
  • AA/AS degree will receive $100 per month
  • BS/BA degree will receive $200 per month
POST CERTIFICATE
  • P.O.S.T Supervisory Certificate will receive $310/ mo
UNIFORM/ EQUIPMENT ALLOWANCE
  • The city will provide $500.00 per fiscal year
TUITION REIMBURSEMENT
  • Amount not to exceed $1,500 per fiscal year
FUNERAL
  • EE killed while in the course and scope of employment during scheduled hours of work the city will pay up to $10,000 in funeral expenses
COMPUTER LOAN PROGRAM
  • Up to $1,500 interest free loan and payroll deduction
