Summary

This is skilled electrical work involving the installation and maintenance of Township traffic signals and assistance in maintaining street lighting.

Work involves responsibility for assisting in the installation, maintenance and repair of traffic control equipment. Duties include inspecting traffic signals, changing bulbs, repairing signal controllers and assisting with lighting maintenance. This position also has the responsibility for making routine level decisions. This work requires that the employee have good knowledge, skill and ability in electrical work including the maintenance and installation of complex electronic and mechanical traffic signals.

Works under the general supervision of the Traffic Signal and Lighting Crew Leader.
Duties

Operates and works from a bucket truck from considerable heights while installing, maintaining and inspecting traffic signals.

May assist in replacing fixtures and the routine maintenance of streetlights, such as bulb and photocell replacement. Replaces and troubleshoots LED bulbs, drivers, and fixtures.

Taps into 120 to 240-volt secondary electrical lines and works on energized 120-volt traffic signal lines.

Re-lamps traffic signals, straightens heads, installs and adjusts louvers and repairs visors.

Programs and makes timing changes in traffic signal controllers. Maintains school signals and timing devices. Maintains mid-block crossing signals.

Assembles new traffic signals. Installs conduit across highways and pours concrete bases for mast arms and pedestal poles. Wires controller cabinets, installs signals and initiates the operation of the signals at intersections according to required specifications. Replaces Pedestal and stub poles and assists with replacement of mast arms.

Installs/connects portable and stationary generators for traffic signals and building. Checks phasing of circuits where required.

Assists with installation and programming of video detection cameras.

Assists with the installation, aiming, and testing of Pre-emption systems.

Assists with the installation and termination of wire and fiber optic cables.

Works near and in active traffic at times.

Maintains stock of parts, tools and equipment in truck and provides routine maintenance on truck.

Operates tools, equipment and vehicles in a safe and efficient manner.

Completes routine forms relating to work completed and materials used.

Performs work of lower classifications as necessary.

Must be available for on call for emergencies involving streetlight and traffic signal trouble work to repair hazardous highway conditions. Will be assigned a cell phone and receive on-call pay for after-hours emergency work. This will be for a seven-day rotating schedule.

May be assigned to other Public Works divisions to perform required duties.

Performs related work as required.
Qualifications

A high school diploma or the equivalent, preferably from a trade school, supplemented by training in electronic equipment maintenance, plus one year of increasingly responsible electrical experience.

Must be a Traffic Signal Level I Certified Technician by the International Municipal Signal Association or ability to obtain certification with the IMSA class constraints.

Valid class B CDL driver's license free of air brake restriction or the ability to receive within one year.

Good knowledge of the tools, equipment and methods used in installing and maintaining traffic signals.

Good knowledge of solid-state controllers and devices used in traffic signal operations.

Good knowledge of the work standards and safety procedures in highway lighting and traffic signal work.

Some knowledge of the tools, equipment and methods used in installing and maintaining street lighting, including working with and around high voltage lines.

Some skill in the operation of a bucket truck and the hand tools and power equipment used in traffic signal and lighting work.

Considerable ability to perform operations in the roadway in a safe manner.

Considerable ability to follow oral and written instructions and to learn Township procedures.

Considerable ability to establish and maintain effective working relationships with co-workers, supervisors and the general public.

Good ability to read blueprints and traffic control schematics.

Some ability to complete forms and to write routine reports.
Physical Requirements

Ability to sit, stand, walk and drive for a minimum of 4 to 8 hours in a workday.

Ability to continuously climb and reach above shoulder level.

Ability to bend, stoop, kneel, lift, push and pull up to 75% of the workday.

Ability to squat, crawl and crouch occasionally.

Ability to lift and carry a minimum of 50 pounds of tools, equipment and materials for up to 68% of the workday and lift and carry up to 100 pounds of tools, equipment and materials for up to 35% of the workday.

Ability to use both feet for operation of foot controls of equipment.

Ability to use both hands for simple grasping, firm grasping and fine manipulation of tools, equipment and objects.

Ability to perform job functions using safety precautions at various heights including bucket truck and extension ladder.

Ability to climb and perform job functions using safety precautions on a ladder.

Ability to perform job functions using safety precautions around moving machinery including traffic.

Ability to perform job functions in all types of weather and temperatures.

Ability to drive automotive equipment.

Ability to perform job functions using safety precautions where environmental conditions may be challenging and loud noises may be present.

Ability to perform job functions using safety precautions with, near or on energized electrical lines and equipment.
