This recruitment may be used to fill more than one vacancy in the Commercial Inspection program.

The Department of Permitting Services' (DPS) primary mission is to promote the health safety, welfare, and economic wellbeing of residents, businesses, and communities in Montgomery County with timely professional, transparent, and consistent review and processing of plans and permits and through inspections of structures, rights-of-way, and development.

PROGRAM SUMMARY

The Division of Commercial Building Construction is responsible for ensuring public safety through the effective application of commercial building, structural, electrical, mechanical, fire-safety, accessibility and sustainability conservation codes and standards. This program processes applications for and issues Building, Mechanical, Fire Protection and Electrical Permits.The program also handles construction complaints during natural and other disasters and assists in disaster recovery.

ROLES & RESPONSIBILITIES

The Commercial Permitting and Code Compliance Inspector III position will be responsible for enforcing, administering, performing, and documenting inspections related to Commercial Building, Mechanical, Life Safety, Accessibility, Energy, and Green building projects for compliance with the approved plans, permit requirements, engineering standards, and all applicable County, State and Federal laws, codes, ordinances, regulations, and guidelines.

Duties of the position :

  • Suggest alternatives to conventional acceptable construction or installation methods and materials that comply with codes.
  • Issue orders and summonses.
  • Gather evidence, prepare cases for court consideration, and testify in court as an expert witness.
  • Work with engineers and other professionals, and permit technicians to assure permitting cases are processed cordially and expeditiously.
  • Educate and defend technical and procedural requirements to clients, developers, engineers, architects, contractors, the public, and other agencies through meetings and discussions conducted in the office or field.


The individual in this position will apply their skill in reading and interpreting construction plans and specifications quickly and accurately in the field to ensure compliance with the approved plans and applicable codes.

Permitting & Code Compliance Inspector II , Grade 21 Salary: $63,642 - $101,175

Permitting & Code Compliance Inspector I , Grade 19 Salary: $58,578 - $92,464

There is a non-competitive promotional opportunity to a Permitting and Code Compliance Inspector III, Grade 23.

This position REQUIRES the possession of a valid driver's license from applicant's state of residence and the ability to drive a County vehicle to attend meetings, transport materials, or perform work at locations outside the office, which include locations throughout Montgomery County as well asthe ability to drive a County vehicle to attend meetings, transport materials, or perform work at locations outside the office, which include locations throughout Montgomery County.

Much of the work is performed in a field setting with exposure to the physical demands and hazards associated with construction and other outdoor sites.Performance of the work involves walking over rough, uneven, and occasionally wet surfaces.

To ensure a positive workplace and to comply with federal, state and County laws, the incumbent is responsible for completing mandatory trainings within the first three to six months or within the specified timeframe.

Minimum Qualifications

Education and Experience:Graduation from an accredited college or university with a bachelor's degree in an appropriate engineering, technical, or professional field such as Civil Engineering or Construction Management and three (3) years of experience in a technical/professional field in commercial building construction of which one (1) year must have been in a code compliance/enforcement capacity.

Or

graduation from high school or High School Certificate of completion recognized in the State of Maryland and seven (7) years of experiencein a technical/professional field in commercial building construction of which one (1) year must have been in a code compliance/enforcement capacity .

Equivalency:An equivalent combination of education and experience may be substituted.

If under-filled at Permitting & Code Compliance Inspector II , Grade 21:

Education: Completion of high school or possession of a High School Certification of Completion recognized by the State of Maryland. A bachelor's degree in an appropriate field as shown above is preferred for all positions. For applicants possessing an appropriate degree, the experience requirement may be reduced to two years instead of five.

Experience: Five (5) years of experiencein a technical/professional field in commercial building construction of which one (1) year must have been in a code compliance/enforcement capacity .

Equivalency: An equivalent combination of education and experience may be substituted.

If under-filled at the Permitting & Code Compliance Inspector I , Grade 19:

Education: Completion of high school or possession of a High School Certification of Completion recognized by the State of Maryland. A bachelor's degree in an appropriate field as shown above is preferred for all positions. For applicants possessing a degree in an appropriate area, the experience requirement may be reduced to one (1) year instead of three (3) years.

Experience: Three (3) years of experience i n a technical/professional field in commercial building construction of which one (1) year must have been in a code compliance/enforcement capacity .

Equivalency: An equivalent combination of education and experience may be substituted.

Certifications (applies to all levels): State of Maryland HVACR Inspector Certification within six (6) months of employment - failure to possess will result in termination.

Medical (applies to all levels): Selected candidate will be required to successfully complete a physical exam with a drug screen prior to appointment.

Preferred Criteria

There are no preferred criteria assessments. All applicants will be reviewed by OHR for minimum qualifications. Those applicants who meet minimum qualifications will be rated Qualified, placed on the Eligible List, and may be considered for an interview.

Preference for interviews will be given to applicants with experience in the following:
  1. Certification of ICC and/or NFPA related to any aspect of building inspection or plan review.
  2. Experience reading and understanding construction plans.
  3. Experience enforcing codes and regulations.
  4. Experience conducting on-site commercial building inspections.
  5. Experience using computers, software, and application programs, including spreadsheets and database applications (e.g., Microsoft 365 - Outlook, Word, Excel, Access, etc.) to collect, analyze, and produce data in reports.
